After perusal the report given by the RO, it was observed that earlier, M/s Singla Steel also known as M/s Naina Steel Industries), Tohana Road, Khanauri, Distt. Sangrur was found violating the provisions of Water (Prevention and Control of Pollution) Act, 1974 during visit dated 07/06/2017. Accordingly, notice to issue directions u/s 33-A of the Water (Prevention and Control of Pollution) Act, 1974 was issued to the industry with an opportunity of personal hearing before Respected Chief Environmental Engineer (B) on 14/05/2018, wherein, it was decided that: -
1. The industry shall not operate the Zinc plating process without obtaining necessary clearance from the Board after the installation of ETP.
2. The industry shall apply for consent to operate under the Water Act, 1974 alongwith requisite fee and documents within a month.
In compliance of hearing, the industry was surprisingly visited on 28/04/2023, the unit was being operated in the new name & style of M/s Ridhi Sidhi Steel Industry. The industry was violating the provisions of environmental laws and operating its unit without obtaining the consent to operate under the Water (Prevention & Control of Pollution) Act 1974 & Air (Prevention and Control of Pollution) Act, 1981.
Therefore, directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 as amended in 1987 were issued to the industry vide Board’s letter no. 1803 dated 26.05.2023 as under:
1. The industry will dismantle and remove all outlets and stop forthwith discharging its wastewater.
2. The industry will not restart any activities unless all necessary water pollution control measures are taken and concentration of various pollutants conforms to the effluent standards laid down by the Board for such discharges.
3. The industry shall not restart discharging effluent until it obtains 'consent to operate' of the Board as required u/s 25 of the Water (Prevention & Control of Pollution) Act, 1974.
4. The Punjab State Power Corporation Ltd. authority is directed to disconnect the supply of electricity available to the industry with immediate effect.
In compliance to the above directions of the Board, electric connection of the industry was disconnected by PSPCL authorities vide TDCO no. PTW-98, Book no. 120169/048 dated 15.12.2025.
The industry applied for obtaining fresh Consents to operate under the Water Act, 1974 and the Air Act, 1981 for production of machine screws @ 1 TPD by using MS steel @ 1 TPD as a raw material under red category for zinc plating of screws in February, 2026 and Board has raised some clarification and unit has withdrawn its application.
Now, the industry has applied for obtaining fresh consents to operate under the Water Act, 1974 and the Air Act, 1981 with revised process under small scale green category for manufacturing of Machine Screws @ 0.8 T/day by using MS Steel 0.8 T/day as raw material without zinc plating process and for the disposal of only domestic effluent @ 0.2 KLD onto land for plantation after passing through septic tanks along with Requisite Documents. The industry has closed down entire electroplating as well as zinc process at the site. The industry site is complying with general sitting guidelines as per the DTP certificate.
If approved, it is recommended as under:-
1. Consents to Operate under the Water Act, 1974 and the Air Act, 1981 may be granted for six months i.e. upto 31.10.2026 for manufacturing of Machine Screws @ 0.8 T/day by using MS Steel 0.8 T/day as raw material under green category without zinc plating process.
2 Directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 may be issued to the PSPCL authorities for temporary restoration of the electric connection to the industry for a period of six months only i.e. upto 31.10.2026.
