The observation raised ny the ZO is as under:-
The case has been perused may if approved Regional Office please be requested to intimate: 1. Point wise compliance of hearing decisions 2. Adequacy of plantation area for discharge of 560 Kld of treated waste water. 3. If actual generation is around 300-320 Kld, then why CTO has been applied for 560 Kld. 4. The AEE in his note has written STP however in application its mentioned as septic tank needs clarification, whether domestic effluent samples have been collected or not if STP is there 5. Compliance of hearing decisions in an annotated form 6. What is the present land use of the area as per master plan.
The Reply of the Observation is as under:-
1. Point wise compliance of hearing decisions is as under:-
Hearing Decisions are below:-
1. The industry shall submit the Bank Guarantee amounting to Rs. 1.0 lac as per the decisions of personal hearing held before the Senior Environmental Engineer of the Board on 19.03.2024 and 15.04.2025, within 07 days. Thereafter, on the submission of the Bank Guarantee, the Regional Office-2, Ludhiana shall encash the Bank Guarantee as decided earlier.
2. The industry shall submit one more Bank Guarantee amounting to Rs. 1.0 lac, within 07 days as an assurance to maintain the TDS level within prescribed limits and achieve the effluent / emission standards for all the times.
3. The industry shall diversify its range of products and schedule its dyeing operations in such a way that the overall level of TDS in the effluent at inlet of ETP is below the prescribed limits.
4. The industry shall operate ETP regularly and efficiently so as to achieve its prescribed standards of the Board and maintain record regarding regular operation of ETP.
5. The industry shall provide adequate plantation area as per Karnal technology so as to utilize the whole of the treated waste water, within 15 days.
6. The industry shall upgrade its APCD attached with the boiler furnace by providing additional devices to ensure effective air pollution control and compliance with emission norms notified by MoEF&CC vide Notification No. GSR 373(E) dated 16.05.2023, within one month.
7. The industry shall comply with the provisions of the Fuel policy notified vide no. 10/64/2020-STE4/469 dated 04.10.2023.
8. The industry shall install CCTV cameras focused towards the boiler stack and fuel feeding for self-monitoring of emissions and maintain the footage as part of compliance records within 15 days.
9. The industry shall ensure that mechanized fuel feeding system shall be in place and in operation, within one month.
10. The industry shall provide adequate impervious storage shed for its fuel so as to avoid wetting of the same, within one month.
11. The Environmental Engineer, Regional Office-2, Ludhiana shall visit the industry to verify the submission of the industry, carry out water auditing of dyeing machinery, collect effluent samples from ETP as well as stack emission samples and submit the report alongwith recommendations in the matter immediately after one month.
Compliance report of hearing decision is below:-
1. The industry has submitted the Bank Guarantee amounting to Rs. 1.0 lac as per the decisions of personal hearing held before the Senior Environmental Engineer of the Board on 19.03.2024 and 15.04.2025. Thereafter, the Regional Office-2, Ludhiana has encashed the Bank Guarantee as per earlier decision.
2. The industry has submitted one more Bank Guarantee amounting to Rs. 1.0 lac as an assurance to maintain the TDS level within prescribed limits and achieve the effluent / emission standards for all the times.
3. The industry has complied with the hearing decision to control the TDS level of the effluents. The sample analysis result of TDS parameter is within prescribed limits. Presently, the industry is doing dyeing of acrylic yarn and dyeing of acrylics fibre which is major factor to bring down the parameter of TDS at site.
4. The industry was maintaining the record of ETP operation and is efficiently operating its ETP so as to achieve its prescribed standards of the Board
5. The industry has provided plantation area as per Karnal technology in 5.5 to 6 acre of land.
6. The industry has upgraded its APCD attached with the boiler furnace by providing cyclone followed by double stage wet scrubber as APCD to ensure effective air pollution control.
7. The industry is complying with the provisions of the Fuel policy notified vide no. 10/64/2020-STE4/469 dated 04.10.2023
8. The industry has installed CCTV cameras focused towards the boiler stack and fuel feeding and maintained the footage as compliance records.
9. The industry has provided mechanized fuel feeding system and is complying with the hearing decision.
10. The industry has provided adequate impervious storage shed for its fuel.
11. The industry was visited in compliance to the decision and report along with analysis results and water audit of dyeing machinery is attached herewith.
2. The industry has developed planatation area as per karnal technology and considering hydraulic loading of 100 KLD/ acre and 580 KLD effluent generation, 5.8 acre of land is required. The Plantation area seems adequate for disposal of effluents. The industry has proposed to install UF plant in future for reuse of UF product into the washing process which will also bring down the effluent load on the plantation area.
3. As per the industry representative, the industry is presently operating below the installed capacity due to low market demand and current adverse market conditions. The slowdown in the market demand has led to lower production and lesser wastewater generation than the consented capacity of 560 KLD.
4. The industry has inadvertently mentioned septic tank as a means of domestic effluent treatment. The industry has installed STP with outlet leading to the biological tank of Effluent treatment plant for further treatment. There is no separate outlet of STP from which sample could be collected. The domestic effluent after STP makes its way into the ETP, the same of which has been collected as reported earlier.

6. The industry is situated in Industrial Zone as per Master Plan of Ludhiana. The industry has submitted change of land use certificate issued by DTP Ludhiana vide no. 3903 dated 23.12.2014.
