File Note: The matter was discussed with your good self on02.05.2026 and it is submitted as under: 1) Component 1: Parent Unit – International Mega Food Park Limited International Mega Food Park Limited is the parent/developer unit of the Mega Food Park project and was originally established for development, management and operation of the industrial park along with provision of common infrastructure facilities such as CETP/ETP, internal roads, drainage network, utility services, steam supply arrangements, green belt and other support systems, besides approved production activities including Skimmed Milk Powder @ 25 MTD, Frozen Fruits & Vegetables @ 48 MTD, Grain Silos @ 40,000 MT/year, RO Water @ 100 KLD and Co-generation Power Plant @ 4 MW. The unit had obtained requisite consents from time to time under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, which were valid upto 30.09.2026 and 31.03.2026 respectively. However, the milk processing/manufacturing block of the parent unit has remained non-operational for more than five years and the matter is stated to be under arbitration/dispute resolution. At present, the requirement of the parent unit is confined only to operation of common environmental infrastructure and park facilities such as CETP, DG sets, and repair & maintenance of internal roads and other common utilities. 2) Component 2. Schreiber Dynamix Dairies Pvt. Ltd. Schreiber Dynamix Dairies Pvt. Ltd. is an independent industrial unit functioning within the Mega Food Park premises as an allottee unit and possesses separate statutory identity. The said unit has been obtaining independent consents under the Water Act, 1974 and Air Act, 1981 from time to time and, as per available record, was granted renewed Consent to Operate valid upto 31.03.2026. During inspection, this was the only manufacturing unit found operational within the park premises. Its effluent is stated to be managed through the common treatment facilities available in the Mega Food Park. 3) Recommendations: In view of the above facts, Consent to Operate under the Air (Prevention & Control of Pollution) Act, 1981 may be granted up to 30.09.2026 to International Mega Food Park Limited only for operation of (i) Common Effluent Treatment Plant / ETP, (ii) DG Sets for common utility / emergency backup, and (iii) common park infrastructure such as roads, drainage, utility network, green belt and other ancillary facilities etc. The following specific conditions may be imposed that i) International Mega Food Park Limited shall not operate/recommission its milk manufacturing or any other production activity, shall not operate boilers, and shall not permit any new industrial unit to commence operations without obtaining prior consent/approval of the Board. ii) Recommissioning of closed production facilities, if any, shall require fresh inspection and separate statutory clearance from the Board.
