File Note: 1. The RO is required to submit compliance of the conditions imposed under the CTE/ CTE Extensions obtained by the project from the Board/ PBIP in annotated form based on their field observations, for appraisal of the competent authority. Reply: Compliance of conditions imposed in the Consent to Establish (CTE) and subsequent extensions granted by the Board/PBIP has been duly compiled and copy of the same is attached herewith as Annexure-I. 2. In earlier CTE Extension granted to the project, one specific special condition was imposed that “The promoter company shall make provisions of double plumbing for public toilets for using treating effluent for flushing and other none core areas and shall put a condition to the buyers to adopt the same in their respective projects.” The RO may clarify whether any such treated water distribution/reuse system has been physically laid at site. It may also be clarified whether any condition/instructions in this regard have been imposed upon the individual plot buyers. Reply: The treated water distribution/reuse system for individual plot lawns has been physically laid at site. Furthermore, no public toilets have been established at site, necessitating the dual plumbing for such facilities. 3. Whether the compost pits provided by the project proponent are technically adequate to handle the present quantity of biodegradable solid waste being generated from the occupied portion of the project. In this regard, the number, dimensions, handling capacity and operational status of the compost pits may be reported. Reply: As reported by the project proponent during visit, 11 no. of plots have been constructed out of which, occupancy has been taken place in only 8 no. residential houses and about 46 persons are residing there. Thus, the maximum generation of solid waste is about 20.7 kg/day (46x0.450), which contains biodegradable component to the tune of about 45%, which comes out to be 9.3 kg/day. In order to convert the biodegradable component of the solid waste into compost, the promoter company has constructed 2 no. Honey Combed pits each of size 6’x6’x5’. 4. Clarify the present mode of collection, storage and disposal/channelization of non-biodegradable solid waste generated from the project alongwith supporting documentary details of its disposal through recycler/authorized agency/local body. Reply: As of now very meager amount of non-biodegradable solid waste is generated from the project, which is segregated and disposed of through authorized recyclers. However, no agreement has been presented by the project proponent during the visit. 5. Since the project proponent has also applied for CTO for the complete project, RO may clarify whether all common services, sewer lines, treated water reuse arrangements, waste collection facilities and other allied amenities/infrastructure required for the complete sanctioned project have been physically laid/installed at site or not. In case the same are incomplete, the extent of development completed may be specifically reported. If complete, then clarify if the project proponent is required to obtain the present CTE (fresh). Reply: 100 % of the Common infrastructure facilities including sewerage network, treated wastewater reuse system, solid waste collection arrangements and other allied services have been physically laid at site & duly completed and the project proponent is in the process of applying for Completion Certificate in GMADA. The project is obtaining ‘consent to establish’ (NOC) for compliance of the statutory requirements for obtaining the completion certificate. 6. RO to submit the analysis results of the collected effluent samples alongwith legible comments regarding conformity/non-conformity with the prescribed standards: Reply: During visit, the effluent samples were collected and the analysis results as obtained from Head office Lab, Patiala dated 08.06.2023 is tabulated as under: Sr. no. Clarify whether all presently occupied residential units are connected to the centralized sewerage collection system leading to the installed STP and whether any septic tank/soak pit based interim arrangements exist in any of the occupied plots. Reply: As per the visit, no soakage pit was observed in public spaces. Further, as verified with the project proponent, the project proponent informed that no interim arrangement of septic tank was installed by individual plot owners. 8. The project proponent has applied under Green Category Code 10.2 applicable to building construction projects having built-up area ≥ 5,000 sq. m. but < 20,000 sq. m. RO may whether the cumulative built-up area of the project, if construction is carried out on all sanctioned components/plots as per permissible FAR under PUPBD Rules, 2021, exceeds 20,000 sq. m. If so, detailed justification regarding applicability of the present category may be furnished. Reply: The project is obtaining the ‘consent to establish’ (NOC) and ‘Consent to Operate’ in continuation to the ‘consent to establish’ (NOC) earlier granted to the project for development of farmhouses without any modification. as per the building bylaws, for farmhouses, maximum ground coverage of 5%, Maximum No. of Floor at G+1 and FAR is 1:0.05. As such for plotting area of 151817.556 sqyd. i.e. 126938.81 sqm, which makes the built-up area at 12693.88 sqm. In this regard a condition may kindly be imposed to project proponent to abide with the PUPBD Rules, 2021 for farmhouses. 9. Clarify regarding the adequacy of the effluent disposal arrangements provided in the project for the present occupancy as well as the envisaged occupancy when the project is complete & occupied in all forms: Reply: As per the earlier approved calculations, the project would have been generating total wastewater generation of 58 KLD which shall be treated onto STP of capacity 60 KLD. The project has green area of 10017.28 sqyd. i.e. 8375.72 sqm as earlier approved ‘consent to establish’ (NOC). However, as per the Punjab Urban Planning and Building development Rules, 2021, after taking the population density at 5 person per villa, total wastewater generation of 28 KLD which shall be treated onto STP of capacity 60 KLD. The project has green area of 10017.28 sqyd. i.e. 8375.72 sqm for disposal as approved earlier.
