RO has reported that earlier, an opportunity of personal hearing was given to the School before the Senior Environmental Engineer at Amritsar on 06.01.2026, in reference to Show cause notice for violations of the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, wherein following decisions were taken:-
1. The school shall ensure that no effluent is discharged into any drain and the entire effluent shall be treated and utilize within the premises for plantation/green area.
2. The school shall apply for consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 within 01-month.
Now the school has applied for obtaining consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 through online portal along with requisite documents and fee may kindly be perused. The School has also deposited Rs. 4,91,500/- vide online UTR HDFCR52026022072300381 dated 20/02/2026 & Rs. 5,09,000/- vide online UTR HDFCR52026022072279963 dated 20/02/2026 under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 including NOC regularization and application fee same are adequate upto 30/09/2030.
The school has submitted building plan approved from the MC, Batala vide no. 259 dated 21/02/2012. The school has installed STP to treat its effluent and has submitted completion of the same along with the component detail of STP comprising: Collection Tank > Aeration Tank > Tube Settler > Collation Sump > Sand Filter > Activate Carbon Filter > Outlet. The School has also submitted a sewer bill issued by PWSSB, Batala vide bill no. 36 dated 21/01/2026 regarding discharging of wastewater onto MC sewer partially after treated through STP installed by it.
To process the application, the School was visited by Er. Vinod Kumar, AEE of this office on 05/05/2026 and observed as under:-
1. The school has installed STP of capacity 15 KLD comprising Collection Tank > Aeration Tank > Tube Settler > Collation Sump > Sand Filter > Activate Carbon Filter > Outlet for the treatment of domestic effluent.
2. The school has developed land for horticulture @ 1 Acre for the utilization of treated domestic effluent. The school is also discharging surplus domestic effluent into MC sewer after treatment.
3. The school has provided 02 nos. D.G. sets of capacity (500 KVA & 200 KVA) and same are provided with canopy.
4. The School has plugged the outlet which was earlier provided for discharge of domestic effluent into hansli drain.
RO has recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted to the school upto 30/09/2030 with suitable conditions.
In view of the above, it is recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted to the school upto 30/09/2030 with suitable conditions along with special conditions as under:-
1. The educational institute shall analyse its effluent sample from Board’s lab within 01 month.
2. The educational institute shall maintain records of fresh water consumption and operation of STP on daily basis.
3. The educational institute shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.
