Adequacy of NOC fee After adjusting the 10% penalty fee under the Air act, 1981, the consent fee is adequate upto 31.12.2030 under the both acts as per Board's Office Order dated 29/10/2018.
Land Documents:
The industry has submitted the sale deed dated 21.01.2025 of land of total area 8 Kanal 0 Marla bearing H.B. No. 208, Khewat No. 232, Khatoni N87o. 255, Mutastil No. 18// Killa No. 1 (8-0) falls in the revenue estate of Village Malakpur, Tehsil Khanna, District Ludhiana.
Site Suitability:
The industry has submitted the Certificate of In Principle Approval issued vide Memo no. 1359 dated 01.04.2025 under Punjab Right to Business Act, 2020 and sanction building plan and as per condition no (vi) of certificate, it has been stated that during the course of validity of certificate of in principle approval, the enterprise shall at any time but no later than three years and six months from the date of issue of the certificate, apply and obtain all application regular approval from the
concerned department through the single window system of Punjab Bureau of Investment Promotions (PBIP).
Further, the Tehsildar, Khanna vide his report dated 05.06.2025 (attached herewith)
has verified the various distances from the site and the detailed as are under:
1. Distance of site from Phirni of Village – 208 meters.
2. Distance of site from MC Limit – 3 Km.
3. Distance from Approved Residential Colony – Not lies within 100 meters but the distance from
phirni accommodation is more than 100 meters.
4. Distance of site from Lal Lakir – More than 100 meters.
5. Distance of site from phirni accommodation or 15 pucca houses - More than 100 meters.
6. Any gas pipeline or petroleum line - Not lies within 150 meters
From above, it is clear that the industry is complying with the general siting criteria.
Therefore, the site is suitable for establishment of Cattle Feed unit.
Further, no trade effluent will be generated from the process, only domestic effluent will be generated, which will be discharged onto land for plantation after treated through conventional twin-compartment septic tank.
Court Case status: -
It is submitted that a case was earlier filed in the Court of Civil Judge (Junior Division), Khanna bearing no. CS/285/2025 dated 24.06.2025 titled as Kamala Kumari Vs Sher Singh & sons and the case was last listed on 27.01.2026 and as per the orders of Civil Judge (Junior Division), Khanna, the present suit has been dismissed as the matter has been compromised by both the parties. The order is attached herewith for kind perusal please.
Manufacturing Process:
Raw Material -> Pre-Cleaning -> Batching -> Grinding -> Mixing -> Conditioning -> Pelleting -> Cooling -> Crumbling -> Screening -> Bagging.
Applicability of EIA notification dated 14/9/2006:
The project is not covered under the preview of EIA Notification dated 14.09.2006.
PWRDA Permission:
The industry has mentioned the ground water extraction @ 1 KLD. Considering 30 working days in a month, the ground water extraction will be 30 KL/month. As such, the Project Proponent is not required to obtain permission for abstraction of ground water from PWRDA.
Visit:
To verify the contents of the application, the site was visited by Er. Shubham Puri, AEE of this office on 05.05.2026. During visit, it was observed as under:
1. The industry falls in the revenue estate of Village Malakpur, Tehsil Khanna, District Ludhiana.
2. The industry has constructed the 02 no. industrial shed. One shed is used for storage purpose and other is used as process area.
3. The industry has installed 04 no sieving machines with cyclone separator as APCD, out of which 02 no are in operational during the visit.
4. Feed is feeding after mixing through lifter into sieving machine and thereafter the same is packed in bags and stored for further transportation to some agency.
5. The industry has installed 01 no submersible pump as source of fresh water supply. The representative was advised to provide water meter on it.
6. Domestic effluent is being discharged onto land for plantation after passing through septic tank.
7. Plantation work is in process at site and the industry was advised to provide proper plantation.
8. Packed feed has been stored in the storage area inside the premises in another shed.
Recommendations:
In view of the facts mentioned above, if approved, it is recommended Consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for establishment of Cattle Feed unit for manufacturing of Cattle Feeds @ 96 MTD may be granted to the industry upto 31.12.2030 with suitable conditions and additional conditions that:
1. The industry shall establish its unit in the Khasra Nos. only for which it has obtained In Principle Approval.
2. The industry shall comply with the conditions of certificate of In Principal Approval issued vide no. 1359 dated 01.04.2025 under Punjab Right to Business Act, 2020.
3. The industry shall bound to provide water meter on submersible within one month and submit report to this office.
4. The industry shall obtain NOC of the Board, if it changes any of its product or raw material or enhances its production capacity in future.
5. The industry shall not generate and discharge any kind of trade effluent and shall not start wet process in its premises without prior written permission of the Board.
6. The industry shall plant trees wherever space is available inside and outside the unit.
7. The industry shall ensure that there are no usages of single use plastic-thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises.
8. The industry shall properly handle and manage the solid wastage as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.
9. The industry shall ensure that there is no public nuisance in the area, due to activities of the industry.
