File Note: A. It is intimated that the proposed HMP is a small-scale orange category unit. B. The project proponent has applied for ‘Consent to Establish/ NOC’ from pollution angle under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS. C. The project proponent has submitted project report with total cost of Rs. 10800/- & Rs. 500/- as application form fee vide UTR/Reference no 278168130 dated 29.04.2026, which is adequate for one year. D. The project proponent has submitted land use classification issued by the District Town Planner, Jalandhar vide letter no. 248 dated 27.02.2026 in which it is mentioned that the total land area of the site is 2.7 acres and the site falls under notified Local Planning Area Apra. It is further mentioned that the proposed activity of hot mix plant is allowable at the proposed site with the condition that if the site comes under non-confirming land use zone after notification of Master Plan, Apra then the PP will adhere to the Rules & guidelines of Section 79 of PAPRA Act, 1995. E. The project proponent has submitted distance report from the Tehsildar, Phillaur dated 04.05.2026. Further, the revenue report submitted by the project proponent, regarding distances of the industry from various points, is without letterhead and letter number of the revenue department. The report has also not been addressed to the board. F. This office has thereafter written a letter vide no. 836 dated 06.05.2026 to Tehsildar, Phillaur for submitting report regarding the distances of various places from the proposed site as per the siting criteria laid down for HMPs (copy attached). In reply of the letter issued by this office, a report having stamp of Tehsildar, Phillaur and mentioning vide Kanugo’s, Phillaur letter number 565 dated 06.05.2026 (copy attached) was again submitted by the applicant in this office without letter head of the office of Tehsildar, Phillaur as per which the site is fulfilling all the distance criteria from various places/points as mentioned in the siting criteria issued by MOEF&CC in notification dated 18.05.2023. G. The site was visited by Er. Rajinder singh, AEE and ER. Sukhpreet singh, JEE (OS) on 11.05.2026 and observed as under: - 1. The project proponent has not demarcated the proposed site nor any boundary wall/fencing has been provided. The boundary of the proposed site was showed to the visiting officer by the workers present at site as the PP has not clearly demarcated the site. 2. The project proponent has already installed machinery for drum type HMP at the site. However, the same is yet not commissioned as indicated by the site conditions. Further, the remaining machinery for batch type hot mix plant/RMC/drum type batch mix plant is under installation. 3. During visit, a school in the name of Oxford Shine International School was found at a distance of approximately 377 meters from the nearest point of the proposed site, at a distance of approximately 400 meters from the chimney/stack of drum type HMP already installed at site and at a distance of approximately 488 meters from the farthest point of the proposed site of HMP. The distances were checked with google earth and the screen shots taken of the same are attached herewith. 4. Accordingly, a letter has also been written to the Tehsildar, Phillaur vide this office letter no. 858 dated 08.05.2026 to authenticate the letter submitted in this office by applicant vide Kanugo’s letter number 565 dated 06.05.2026 having stamp & sign of Tehsildar, Phillaur. The letter was delivered by the undersigned by-hand and requested for early reply. However, same has not been received in this office till now. 5. The project proponent has proposed dust collector followed by wet scrubber as APCD with drum type HMP as per feasibility report, which is not as per the APCD prescribed by MoEF&CC vide notification dated 18.05.2023 as per which cyclone or multi clone followed by wet scrubber is prescribed. 6. The project proponent has proposed to install gravity dust settling chamber followed by bag filter house as APCD with its batch type HMP as per feasibility report, which is not as per the APCD prescribed by MoEF&CC vide notification dated 18.05.2023 as per which multi clone followed by bag filter house is prescribed. 7. The project proponent has also proposed to use pet coke as fuel in batch type HMP which is not a regular/usual fuel for HMP and requires cyclone/multi cyclone followed by two stage alkali wet scrubber consisting of spray type alkali scrubber and packed bed alkali scrubber which has not been proposed by the PP. H. Keeping in view of the above, it is recommended that: - 1. CTE/NOC under the Water Act, 1974 and Air Act, 1981 may be refused. (Competency – SEE, ZO, Jalandhar) 2. Directions be issued to PP to stop installation of any further machinery at site without prior permissions of the Board. 3. Directions may be issued for sealing of the machinery already installed at site for hot mix plant. 4. Directions may be issued to PSPCL authorities to disconnect electric connection (if already provided and not to issue electric connection to the PP for the site) (Competency – CEE, Jalandhar)
