File Note: Further, it is intimated that, a complaint was received on 31.03.2026 on email regarding accumulation of water in a vacant plot located at Kakka Road, Ludhiana. The site was inspected by Er. Kushal Sharma, AEE, RO-3, Ldh on 01.04.2026 and 02.04.2026 and observed as under:- 1. The said plot is located at coordinates 30.926279, 75.916004 Kakka Road, Ludhiana, which is presently vacant. 2. The approximate area of the plot is 2 acres. The ownership of the plot could not be ascertained at the time of inspection. 3. It was observed that a significant quantity of water had accumulated in the said plot. It is also pertinent to mention that rainfall had occurred a day prior to the inspection, which may have contributed to the accumulation of water in the plot. 4. It was further observed that the level of the plot is comparatively lower than the surrounding area, which is likely contributing to the accumulation and stagnation of water within the premises. 5. Upon inspection of the surrounding area, it was observed that a PDA sewer line was passing nearby, and overflow from the same was entering into the plot. As per interaction with local residents, the said sewer line has existed since the establishment of the industrial colony and is reportedly carrying domestic effluent from non CETP member industries. It is further stated that the line ultimately connects to the 50 MLD CETP sewer system. 6. It is also important to mention here that there is no separate MCL sewer for the dry unit for discharging its domestic sewer hence these units are connected with the PDA line. 7. Due to shock load especially in the rains, sometimes, the overflow comes from the sewer Line. 8. Further the MCL had obtained the NOC from the board to lay down the separate sewer line for dry units in this area to connect the same with STP Jamalpur however no work of the sewer has been started at site 9. The effluent sample were collected from the plot and as per analysis report(attached) received in this office the parameters are as under:- i. pH value at 25°C- 8.0 ii. Total Suspended Solids (TSS)- 116 mg/l iii. Total Dissolved Solids (TDS)- 4790 mg/l iv. Chemical Oxygen Demand (COD)- 590 mg/l v. Bio-Chemical Oxygen Demand (BOD)- 180 mg/l vi. Total Chromium- <0.1 mg/l vii. Oil & Grease- 12.2 mg/l viii. Sulphide- 5.5 mg/l ix. Phenolic Compound- BDL mg/l x. Ammonical Nitrogen- 5.9 mg/l xi. SAR- 24.5 xii. Colour- 250 Hazen This report has been received from Regional Office-3; Ludhiana through E-office vide no. 387912 (copy attached)......................... In view of the above, it is recommended that the SPV (Punjab Dyers Association – 50 MLD CETP, Ludhiana) may be given an opportunity ( under the sections and proposed directions mentioned in the previous notice issued u/s 33-A of the Water Act, 1974, as amended in 1988 ... Show cause notice for refusal of consent to operate under the Water Act, 1974 ....issued to SPV vide letter no.4097 dated 27.06.2025...) for a personal hearing before the Chairperson to explain its position fails to comply with the pervious hearing decisions and provisions of environmental law with following additional proposed directions- 1. That the operation of SPV shall be directed to ensure no overflow occur in the area till the permanent solution of the problem is not made. 2. The SPV shall be directed to identify such dry units which are discharging into the PDA sewer and disconnect the sewer connection of the same. 3. That the complaint shall be filed before the Adjudicating Officer under the amended Water Act, 2024…… A formal reminder be issued to the Deputy Commissioner, Ludhiana, regarding the recovery of the previously imposed EC……….. A separate notice further for imposition of Environmental Compensation (EC) may be issued as not complying with the provision of the Water Act, 1974 and directions issued by the Board within an opportunity of personal hearing before the Hon’ble Chairperson of the Board................... Further, if approved, SPV may be directed to circulate a copy of this notice to all its member units for their information and awareness. In case SPV fails to comply with the hearing decisions and provisions of environmental law, the directions mentioned in the notice with respect to individual units shall be confirmed...............
