Kindly peruse the note of EE, ZO. On perusal of the facts mentioned therein, it is submitted that the industry is a dyeing unit and has installed ETP of 600 KLD capacity for treatment of wastewater generated from dyeing operations. As per assessment, the effluent generation from the installed dyeing machinery works out to 562 KLD. The treated effluent is utilized onto land for plantation developed as per Karnal technology. The industry has developed total plantation area of 7.8 acres, which appears adequate. No stagnation was observed during visit dated 12.05.2026.
The wastewater sampling was carried out during visit dated 02.04.2026 and, as per analysis report, the industry is conforming to the prescribed standards. The industry has also proposed, vide email dated 22.04.2026, to install UF system of 720 KLD capacity with the existing ETP by mid-June, 2026 and to reuse the treated effluent in processes such as washing, wherever technically feasible.
The industry has installed boiler of 6 TPH capacity and is using steam coal as fuel. The boiler furnace is provided with cyclone followed by double-stage wet scrubber as APCD along with stack of adequate height. Air emission sample was collected during the visit and, as per analysis report, the concentration of PM was found to be 139 mg/Nm³, which is within the prescribed limits and in compliance with MoEF&CC Notification No. GSR 373(E) dated 16.05.2023. The industry has also installed DG set of 1000 KVA capacity with acoustic canopy and adequate stack height. Further, the industry has installed CCTV cameras focused towards the boiler stack and fuel feeding area, provided mechanized fuel feeding system and adequate impervious fuel storage shed.
The industry is situated in Industrial Zone as per Master Plan of Ludhiana and has submitted CLU certificate issued by DTP, Ludhiana. The consent fee is adequate up to 30.06.2028.
In view of the above, it is recommended that
1. varied CTO under the Water Act, 1974 and Air Act, 1981 may be granted up to 30.06.2028 for consented trade and domestic effluent discharge of 562 KLD, subject to suitable conditions as per policy of the Board and the following special conditions:
i. The industry shall not exceed the consented trade and domestic effluent discharge of 562 KLD and shall not install/operate any additional dyeing machine or wet process without obtaining prior permission/varied consent from the Board.
ii. The industry shall operate and maintain the ETP regularly and efficiently so as to achieve the prescribed standards at all times, and no untreated/partially treated effluent shall be discharged inside or outside the premises.
iii. The industry shall maintain daily logbook of water consumption, groundwater extraction, dyeing machine operation, effluent generation, ETP operation, chemical consumption, treated effluent reuse and disposal onto plantation area.
iv. The industry shall ensure that treated effluent is utilized only onto the adequate plantation area developed as per Karnal technology and no stagnation, ponding, overflow or seepage outside the designated plantation area shall be allowed.
v. The industry shall commission the proposed UF system within the stipulated period and shall reuse treated effluent in processes such as washing, wherever technically feasible, and maintain daily reuse record.
vi. The industry shall maintain separate and clearly identifiable channels/pipelines for raw effluent, treated effluent and recycled/reused water, and no bypass arrangement shall be provided or operated.
vii. The industry shall operate the APCD attached with the boiler furnace continuously during boiler operation and shall comply with MoEF&CC Notification No. GSR 373(E) dated 16.05.2023 and the notified fuel policy.
viii. The industry shall maintain CCTV cameras focused towards the boiler stack and fuel feeding area in functional condition and preserve the footage for inspection by the Board.
ix. The industry shall, within two months and at its own cost, install adequate number of piezometers within the industrial premises and around the plantation area, in consultation with the concerned Regional Office, for periodic monitoring of groundwater quality and to assess the impact, if any, due to repeated application of treated wastewater onto land for plantation. The industry shall maintain proper record of groundwater monitoring and produce the same to the Board as and when required.
2. The matter regarding encashment or return of the Bank Guarantee submitted by the industry shall be examined separately after inspection of the unit, in accordance with the procedure prescribed by the Board vide Office Order No. 428 dated 23.09.2025.
