Discussed with Chairperson by the CEE(B), SEE, ZP-2 in the presence of SLO, it emerged during the discussion that the Hon’ble NGT while pronouncing the judgement in OA no. 295 of 2023 has passed certain directions, wherein, one of the direction is that the State of Punjab will ensure that the direction contained in the order dated 01.10.2020 passed in OA 924/2019 in the matter of Neeraj Goyal (supra) regarding shifting of the rolling mills from coal to PNG are fully and effectively complied with. Further, the matter regarding shifting of coal based industries to PNG in the region Khanna is also under consideration with the Hon’ble NGT i.e. OA no. 1358 of 2024 titled as Archit Arora Vs State of Punjab. The next date of hearing is 26/05/2026......
In the present case, the site of the industry falls in the area of Mandi Gobindgarh which further falls in the list of Non Attainment City where the PNG pipelines has been laid as per the direction contained in the Action Plan for Clean Air Mandi Gobindgarh.... Further, the industry has proposed to use Biofuel Pellets in its melting furnace, which cannot be allowed in light of the above explained circumstances. However, the industry can be allowed to go ahead if the industry propose to use PNG as fuel instead of Biofuel Pellets.....
In light of the above, if approved, Environmental Engineer, Regional Office, Fatehgarh Sahib be asked to return the case to the industry and apprise the owner of the industry that same proposal can be considered by the Board if the industry desires to switch over to PNG as fuel in melting furnace, please.
