File Note: The report submitted by RO was examined and It is intimated that the project is a small-scale Orange category residential project. Earlier, the project proponent was granted Consent to Establish' (NOC) under the Water (Prevention and Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/JAL2/2023/23397595 dated 31.08.2023 valid upto 30.08.2024 for establishment of Commercial Shops @ 35 Numbers, Residential plots @ 50 Numbers which was extended upto 24.04.2026 alongwith discharged of treated sewage @ 35 KLD with suitable conditions mentioned therein. • Now, the project proponent has applied for fresh consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 through OCMMS of the Board with requisite documents. • The project proponent has deposited Rs. 90000/- vide UTR/Reference No. 610295088 dated 28.01.2026 Under Water Act, 1974 & Rs. 90000/- vide UTR/Reference No. 392288743 dated 28.01.2026 Under Air Act, 1981, which is adequate upto 30.09.2030. • The Project proponent has submitted completion certificate of STP of capacity 50 KLD. • The project site was visited by Er. Jatinder Soni, EE & Er. Rajinder Singh, AEE on 05.05.2026 and it was observed as under:- 1. During visit it is observed that Construction work of about 10 houses are under way & currently no house is occupied i.e. no person is residing in the colony as on date. 2. STP of capacity 50 KLD has been installed at site. The STP is based on MBBR technology which is principally adequate. 3. The treated sewage be discharged onto land for plantation/Green Area/Parks within the premises i.e. on 0.74 acre & remaining will be discharged onto land of area 0.728 acre adjoining the project. 4. The Project Proponent has installed three D.G sets of capacity 320 KVA, 125 KVA & 62.5 KVA with canopy and adequate stack height. 5. The project will generate solid waste which is segregated into recyclable, Biodegradable and inert waste. Compost pits for the treatment of biodegradable has been installed. Recyclable waste is sold to recyclers. Non-Bio-degradable waste is disposed off as per the Solid Waste Management Rules, 2016. Keeping in view of above, As recommended by EE,RO May if approved the fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the colony upto 30.09.2030 with suitable conditions as per the Board's policy and subjected to following special conditions:- 1. The Project Proponent shall not increase the built-up area of the project beyond 20,000 square meters under any circumstances without obtaining prior Environmental Clearance from the competent authority, wherever applicable, along with revised Consent to Establish/Consent to Operate from the Board. The Project Proponent shall comply with the provisions of the EIA Notification, 2006 and subsequent amendments wherever applicable issued thereunder from time to time. In case of any violation or non-compliance, the Project Proponent shall be liable for action under the applicable environmental laws, rules and regulations in force. 2. The project proponent shall maintain adequate plantation area for utilisation of treated effluent from its STP and shall make adequate alternate arrangements during the No-demand period. 3. The project proponent shall comply with the provisions of Solid waste management Rules, 2016. 4. The project proponent shall comply with the provisions of the Noise Pollution (Regulation & Control) Rules 2000. 5. The project proponent shall ensure compliance to the comprehensive guidelines for the regulation of noise/ sound pollution caused by use of loud speakers, public address system etc. issued by Punjab Government, Deptt. of Science, Technology & Environment vide notification no. 3/100/2013-STP(4)/145 dated 26.02.2014. 6. The project shall obtain permission from the concerned Department(s) and shall comply with the conditions of relevant permissions obtained by it from other related Departments (if any). 7. The Consent to operate is being issued to the project proponent based upon the undertakings/documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry/ project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time. 8. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the promoter.
