• The unit is a small scale green category unit.
• Earlier, the industry was given personal hearing before the Senior Environmental Engineer, Jalandhar on 11.02.2026. After hearing the officer of the Board and representative of the sweetshop, the Senior Environmental Engineer decided that:-
1. The Environmental Engineer, Regional Office, Jalandhar shall verify the categorisation of industry as per latest categorisation of CPCB and check the requirement of consents of Board under the Water (Prevention & Control of Pollution) Act 1974, Air (Prevention & Control of Pollution) Act 1981 of restaurant/ sweet shop and its sweet manufacturing unit.
2. The industry shall apply for consents under the Water (Prevention & Control of Pollution) Act 1974, Air (Prevention & Control of Pollution) Act 1981.
3. The Environmental Engineer, Regional Office, Jalandhar shall revisit the unit to verify its contentions, compliances w.r.t pollution control laws and shall process the consent application on merits as per the boards policy.
• Now, the unit has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 separately for unit-1(address at site Super Cremica Sweets Unit-1 17, Pacca Bag, Cannaught Circus Road, Jalandhar) under small scale green category with category code 4.2 Bakery, confectionery, sweets with production capacity >1 TPD. (using cleaner/gaseous fuel) and for unit-2(address at Super Cremica Sweets Unit Ii Shop No.2, Opp.govt.sen.sec.school, Cannaught Circus Road, Jalandhar) under small scale green category with category code Restaurants/ Dhabas/ Eateries with minimum seating capacity of 36.
• The details for manufacturing of Bakery & Sweets @ 500 kgs/day by using Items Like Atta, Maida, Sugar, Edible Oils, Etc @ 525 kgs/day as raw material at unit-1 (above said unit) is as below:
• The industry has submitted area classification certificate issued by Municipal Corporation, Jalandhar vide letter no. MTP/321 dated 14.05.2026 as per which the site of the unit falls under commercial mixed zone and bakery/eatery/sweetshop is allowed under commercial mixed zone as per master plan 2009-2031.
• The industry has submitted approved location plan/building plan from approved competent person under Punjab factory act, 1948.
• The industry has submitted the Proprietorship undertaking, date of commissioning proof, Jamabandi/ registry of land with the application.
Now, the industry was visited by Er. Sunny Singh AEE on 14.05.2026 and it was observed as under:-
1. The unit was in operation during the visit.
2. The unit is engaged manufacturing of various types of sweets and other food products by using sugar, flour, milk, besan, suji, rice, oil etc as raw material at site.
3. The effluent generated from washing of utensils is being discharged into M.C sewer through Oil and Grease trap. The unit is discharging its domestic effluent into M.C sewer
4. The industry has installed one baby boiler of capacity @ 0.6 TPH using electricity as fuel with adequate stack, 06 no. Diesel Bhatthis and same was in operation during visit.
5. The industry has installed D.G set of capacity @62 KVA with canopy at site.
6. The industry is complying with the provisions under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981.
The unit is a small scale green category unit and competency to decide such type of case lies with Environmental Engineer, Regional office, Jalandhar.
Recommendation:- Keeping in view of above, it is recommended that Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 may be granted upto 31.12.2031.
