Earlier the industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 vide no. ZO-J/SC/CTO/WPC/2007/F-124 & ZO-J/SC/APC/2007/F-135 dated 26.06.2007, which were revoked vide ZO Letter Endst. No. 6625 dated 03.09.2012 as the industry failed to submit NOC / Approval from the Department of Industries and Commerce, Govt. of Punjab, regarding mining.
Earlier, the consent case applied by the industry was returned to the RO being incomplete.
Now the RO has forwarded the consent case of the industry. The industry has deposited consent fees under Water Act which are adequate upto 30.04.2014 (including penalty).
RO has furtther reported that the industry has already submitted ambient Air Analysis report dated 28.11.2012 in the form of hard copy carried out by of M/S Eco Laboratories & Consultants Pvt. Ltd., Mohali on 26.11.2012 and as per the analysis report parameters are within the prescribed limits of the Board (copy enclosed) and intimation regarding the same was received in this office through e-mail on 22.11.2012.
The industry was visited by Er. Rantej Sharma, AEE on 11.05.2013 and compliance of code of practice as observed during visit :-
1. The stone crusher has fully covered the dust emitting points like Jaws/rotopactor.
2. The stone crusher has provided conveyor belts of good quality and are durable.
3. The stone crusher has provided conventional chutes to the end of the conveyor belts.
4. Regular water spray at dust emitting points/transfer points has been provided through flexible pipe.
5. The stone crusher has provided water sprinklers at the boundary of the industry.
6. The stone crusher has stabilized the approach road with river bed material within the premises and on the ramp.
7. The industry is cleaning approach roads leading to its crusher from time to time.
8. The stone crusher has provided sufficient green belt and same is adequate.
9. Annual health survey of the workers is being done regularly as verified from the labourers working on the crusher.
10. The process waste i.e. file material is being used for filling up of low-lying areas.
11. The openings of the housing for the movement of mechanical drives, conveyor belts etc. has been properly sealed with flexible rubber flaps.
12. The water spray system has been interlocked with the main crushing operation.
13. The stone crusher has provided sedimentation/settling tanks of size 45’x15’x12’.5” with motor & pump for re-circulation of wash water and entire trade effluent is being re-circulated.
14. The stone crusher has provided water meter at the tubewells for fresh water.
15. The compliance of conditions of earlier granted consents submitted by the industry has been duly verified by the visiting officer.
16. The industry has not provided any DG set, however industry has filled in the application form.
17. The stone crusher has not submitted certificate of registration from the Mining Department.
RO has recommended that consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry as per policy of the Board and in view of Head Office letter conveyed vide letter Endst. No. 41265-99 dated 20.09.2012 regarding Policy guidelines for registration and working of stone crusher in the state of Punjab.
It is intemated that as decided in the case of M/s Jai Hind Stone crusher the consent to operate under air and water act be granted upto 30.06.2013 with copy endosed to GMDIC cum mining oficer who in turn shall take neccesary action for the registration of the stone crusher.
If approved consent to operate under water and air act may be granted to the industry upto 30.06.2013 with usual conditions in light of the above said decisions of the competent authority.
