It is intimated that the industry has applied for obtaining Consent to Establish’ (NOC). The application has been examined & the industry was visited by AEE of this office on 17.06.2016. No responsible person was present during visit. However, it was observed as under:
(1) NOC applied for Washing/Dyeing of Polyster- Cotton /Cotton/ Polyester Cloth /Yarn @ 14000 Kgs/day, Finishing of cloth@ 8000 Kgs/day, Washing & Dyeing Of Garments@ 5000 Kgs/day.
(2) The industry has not submitted the membership of Punjab Dyers Association and have not submitted any proof towards contribution for CETP focal point.
(3) The industry is located in Focal Point, Phase- 8, Ludhiana and the industry has got the allotment letter transferred in their name from M/s Rama Dyeing House vide PSIC letter no. 7157 dated 21.10.2015 for the purpose of dyeing and finishing of cloth and manufacturing of hosiery cloth and allied industry.
(4) The industry has submitted a feasibility report prepared by Eros EnviroTech (P) Limited, Ludhiana for discharge of effluent @ 720 KLD with total design capacity of 800 KLD. Thus, the practical effluent discharge calculated in the feasibility report is 720 KLD and not 800 KLD as mentioned in the application form. Conventional ETP having physico-chemical treatment with lime and ferrous sulphate followed by Biological treatment based upon MBBR technology is proposed in the feasibility report.
(5) The industry has proposed one boiler of capacity 6TPH in which pet coke will be used as fuel. The industry has proposed adequate stack and trima cyclone followed by alkali wet scrubber as APCD. In the feasibility report it has also been mentioned that the guidelines prescribed by PPCB for pet coke shall be followed.
(6) During visit, it was observed that the construction work of the building is under progress and building construction has almost been completed. The proposed machinery is yet to be arrived at site, only some components of ETP have been fabricated.
(7) The industry has not mentioned any waste water minimization and cooling water re-circulation and steam condesate recovery to be adopted in the project report.
(8) The industry was visited by me on 17.06.2016 & observed that industry is setting up its unit in the plot no. D-327, Focal Point,Phase-8, Ludhiana. Plant and machinery is yet to be arrived at site, components of ETP have been erected however same is not completely installed. The industry is being established in the premise of where earlier M/s Rama Dyeing House was operating. M/s Rama Dyeing House has already closed its operation.
(9) The industry has not submitted any permission from District Advisory Committee/CGWA but has informed that that it is earlier operating at St. No. 1, Kirpal Nagar, Ludhiana and has plan to shift from the current location to D-327, Focal Point, Phase-8, Ludhiana. The industry further informed that at D-327, Focal Point, Phase-8, Ludhiana earlier M/s Rama Dyeing House was operating. As per the copy of consent granted to M/s Neelam Dyeing and Printing House, St No.1, Kirpal nagar, Ludhiana submitted by the industry it has a trade effluent of 320 KLD and domestic effluent 0.5 KLD. Whereas, the old unit M/s Rama Dyeing House has consent for trade effluent @ 180 KLD nd domestic effluent @ 2 KLD. Whereas, for new unit, M/s Neelam Dyeing and Printing House had applied for consent of 800 KLD (through as per the feasibility report and calculations of water consumption is being discharged submitted by the industry, total discharged expected is 720 KLD. The industry has submitted that two submersible pumps already exists at site where Rama Dyeing House was earlier operating at D-327, Phase-8, Focal Point, Ludhiana. During visit, it was verified that two submersible pumps were there in the premises. As per previous record/application forms and agenda notes, M/s Rama Dyeing House it has own tubewell but it is not clear whether there was one or two submersible exists at that time.
As the industry has not become the member of PDA for CETP and has not submitted the CGWA permission for abstraction of water and the total quantum of water to be extractor is much more (800 KLD) discharge of trade effluent against 320 KLD of discharged from industry at old side and 180 KLD discharged of old industry ( M/s Rama Dyeing House) and for other observations mentioned above, it is recommended to issue show cause notice for refusal of consent to establish (NOC), please.
