File No. RO-II/LDH/CON/IND/1657: Recommendations: Earlier, earlier the industry was granted consents vide no. LDH-II/WPC/2002-17/F-1934 dated 12.08.2002 valid upto 11.08.2017 under Water Act, 1974 & vide no. LDH-II/APC/2002-17/F-1251 dated 12.08.2002 valid upto 11.08.2017 under Air Act, 1981 under the name and style of M/s Vishkarma Alloys Ltd., Kanganwal, Ludhiana.
It is intimated that, the site of the industry was visited by the officer of this office on 07.04.2016 and observed that the industry has changed its name and style from M/s Vishkarma Alloys Ltd., to M/s Manglam Recycling Limited and detail of observations are as under :-
1. The industry has installed induction furnace of capacity 5 Ton/heat same was in operation during the visit, but induction furnace crucible was not cover with hood. Also processing shed was full with air emissions and air emissions was being emitting from processing shed into atmosphere and also bag house as APCD was not in operation during the visit. The representative of the industry was informed during the visit that Now M/s Vishkarma Alloys Ltd., Kanganwal, Ludhiana is take over by M/s Mangalam Recycling Ltd., Village Kanganwal, PO Jugiana, Ludhiana. After some time crucible was cover with hood for capture of air emissions and also bag house as APCD was started during the visit. Accordingly, the air emissions sample was collected stack during the visit. As per the analysis report SPM is 254 mg/NM3 against the 150 mg/NM3 which is beyond the prescribed limits of the Board. Entire cooling water is being re-circulating.
2. Domestic effluent is being discharge into sewer.
3. The industry has not installed any D.G set in its premises.
The industry is not complying with the provisions under Water Act, 1974 & Air Act, 1981. Accordingly the detail report was sent to Zonal Office-I, Ludhiana and show cause notice for revoking of consent to operate under Water Act, 1974 and Air Act, 1981 was issued to the industry alongwith an opportunity of personal hearing before the Senior Environmental Engineer on 13.07.2016.
Now, the industry has applied for the fresh consent to operate under Water Act, 1974 & Air Act, 1981 through online system alongwith requisite document under new name and style of M/s Manglam Recycling Limited. The industry has submitted copy of sale deed in the name and style of M/s Manglam Recycling Limited and the same is registered on dated 15.12.2010. The industry has submitted the approved building plan from the approved person of Direction of Factories. The industry has submitted the certificate issued by GMDIC, Ludhiana vide memo no. 14015 dated 22.02.2000 in the name and style of M/s Vishkarma Alloys Ltd, which stating that the site of the industry falls in Focal Point (copy attached in agenda column A (xiii), fresh C.A. certificate and also deposited the consents fees under Water Act, 1974 & Air Act, 1981 upto 30.06.2017 and also deposited Rs. 18000/- as NOC regularization fees.
Keeping in view of the above, it is recommended that show cause notice for refusal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be issued to the industry.
