File Note: It is submitted that the subject cited industry is an existing induction furnace of capacity 4 T/heat and was granted consent to operate under the Water Act, 1974 vide no. ZO/FGS/WPC/2007-08/F-205 dated 16/3/2007 and under the Air Act, 1981 vide no. ZO/FGS/APC/2007-08/F-255 dated 16/3/2007, both valid upto 30/6/2016 for the manufacturing of Steel Ingots @ 60 T/day. Now, the industry has applied for obtaining renewal of consent to operate under the Water Act, 1974 and Air Act, 1981 alongwith requisite documents through OCMMS. The industry has deposited consent fee of 60000/- vide R. no. 20/4212 and no. 21/4212 dated 8/7/2016 under the Water Act, 1974 & Air Act, 1981 against the un-depreciated fixed assets of Rs. 421.54 Lacs as on 31/5/2016 as per CA certificate dated 13/6/2016, which is adequate upto 30/6/2021 as per Board's Office Order dated 18/7/2013. As per the record file of this office the fixed assets of the industry were Rs. 373.94 Lacs as on 31/8/2014, which has now been increased to Rs. 421.54 Lacs as on 31/5/2016. In this regard, the industry has submitted letter dated 7/7/2016, mentioning therein that increase in fixed assets is due to purchase of Cars & Moulds and there is no increase in the production capacity. The industry has also deposited Rs. 3000/- vide R. no. 22/4212 dated 8/7/2016 as NOC regularization fee, which is adequate. The industry was visited by the undersigned on 11/7/2016 and it was observed as under: 1. The industry has installed one no. induction furnace of capacity 4 T/heat, which was not in operation. 2. The industry has installed water scrubber as APCD to control the air emissions from the melting process with stack of adequate height. 3. The industry has installed one D.G set of capacity 125 KVA, on which, the industry has yet not provided canopy and stack of adequate height as per special condition imposed in the earlier consent granted to it. 4. No trade effluent will be generated from the process as whole of the cooling and scrubbed water is being re-circulated. 5. Only domestic effluent is being generated, which is being discharged onto land for plantation after passing through septic tank. The industry has submitted the analysis report of stack emission sampling carried out by Board’s lab on 15/6/2016. As per the analysis results, the concentration of SPM is found to be 102 mg/Nm3, which is within the permissible limits of 150 mg/Nm3 as laid down by the Board. The industry is located in industrial zone as per the Master Plan of Mandi Gobindgarh, prepared by the Deptt. of Town and Country Planning, Punjab. The industry is complying with the conditions of consents granted to it under the Air Act, 1981 and Water Act, 1981. In view of above mentioned facts, recommendations may be sent to SEE, Zonal Office-II, Patiala that the consent to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the industry upto 30/6/2021 with suitable conditions and additional conditions that; 1. It shall not operate its DG set of capacity 125 KVA, until it provide canopy on the same and shall submit the compliance of same to this office. 2. The industry shall upgrade its APCD as per deisgn of PSCST within period of 3 months.
