The industry was granted consents to operate under the Water Act, 1974 & Air Act, 1981 vide letter nos. MKT/W-3/84/V-294 & MKT/A-3/84/V-421 dt 09.07.2013, respectively for operation of rice sheller unit to manufacture raw rice @ 48 TPD without dryer, subject to the conditions mentioned therein, valid upto 30.06.2019.
The industry was visited by officer of this office on 10.03.2016 and it was observed as under :-
• The rice sheller unit was not in operation at the time of visit as per its requirement.
• The industry has installed dryer section within its premises for the production of raw rice with dryer and has already been commissioned, however no APCD/cyclone has been installed to cotain the emissions from paddy cleaner of dryer section.
• The industry has not made adequate plantation along its boundary wall.
Notice for violation of the provisions of the Water Act, 1974 & Air Act, 1981 was issued to the industry vide this office letter no. 1148 dt 14.03.2016 to explain its position in writing, within 10 days with respect to the aforesaid violations. However, the industry failed to submit any reply in this regard within time schedule.
The industry was again visited on 26.03.2016 by officer of the Board alongwith JSO during tour to the area & found that the industry has now provided cyclone separator as APCD with the paddy pre-cleaner before drier section. Emission sample was collected & sent to Head office lab for analysis. As per analysis report, received from Head office lab, the conc. of SPM is 366 mg/Nm3, which is within the prescribed limits of the Board.
Now, the industry has applied for varied consents to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS on 26.06.2016 for operation of rice sheller unit to manufacture raw rice /sorted rice @ 2 TPH with dryer. The details of the case are as under:-
• The industry has submitted C.A certificate regarding its gross fixed assets as Rs. 1.46 crores as on 31.03.2016 alongwith compliance reports of consents conditions and has deposited consent fee of Rs. 9,000/- each vide R. no. 37/4302 & 38/4302 dt 26.06.2016 under the Water Act, 1974 & Air Act, 1981, respectively in additional to already deposited consent fee earlier to make the consent fee adequate for a period upto 30.06.2020 under each Act.
• The industry has deposited of Rs. 1800/- vide R no. 32/4302 dt 26.06.2016 as NOC regularization fee for dryer section installed by it, which is adequate.
• The industry has submitted completion certificate of APCD for installation paddy cleaner of dryer to contain the process emissions.
• The industry has submitted certificate, issued by Executive officer, Nagar Panchayat, Bariwala, Distt. The industry was visited by undersigned on 11.07.2016 and it was observed as under –
• The industry was not in operation due to paddy off-season.
• The industry has installed cyclone as APCD with paddy cleaner of dryer in addition to the already existing APCD with shelling section to contain the process emissions and the same were in line with dust emitting points connected to the APCDs.

• The industry has provided stacks of adequate height with the APCDs and provisions to facilitate emission sampling.
• The industry has provided brick paving at movement area of vehicles, within its premises to prevent the generation of dust emissions
• The industry has provided brick wall of adequate length with 15' height around husk discharge / storage area in compliance to the code of practice prescribed by the Govt. vide order dt. 15.10.2013.
• The industry has extended the length of husk discharge pipe of shelling section to make it as conical shape.
• The industry has provided septic tank for treatment of domestic effluent with provision to discharge onto land for irrigation.
• The industry has made adequate plantation along its boundary wall.
• The site of industry is located outside the village phirni and Nagar Panchayat limit of Bariwala and is suitable for dryer section installed / commissioned in its existing premises.
The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013.
Keeping in view of above, it is recommended that varied consents to operate under the Water Act, 1974 & Air Act, 1981 may be granted to the industry for operation of rice sheller to manufacture raw rice / sorted rice @ 2 TPH with dryer for a period upto 30.06.2020, subject to the suitable conditions alonwith the following specific conditions as under:-
a) These consents has been granted in supersession to the consents granted to the industry on 09.07.2013.
b) The industry will get emission samples analyzed within two months during its re-commissioning for the paddy season 2016-17 and submit analysis report to the Board. |
