It is submitted that Regional Office has forwarded the case for grant of consents to operate under the Water Act, 1974 & Air Act, 1981 to the marriage palace as per the details mentioned in the agenda note. The agenda note has been examined & observed as under:-
1. The marriage palace was established without obtaining Consent to establish (NOC) from the Board as required under the provisions of the Water Act,1974 & Air Act,1981.
2. The palace was given personal hearing before the Senior Environmental Engineer on 25.01.2016, which was attended by Sh. Tarsem Singh, Prop. of the palace and the proceedings were conveyed to the palace vide no. 678 dt. 09.02.2016.
3. The promoter of the marriage palace applied for obtaining consents to operate under the Water Act, 1974 & Air Act, 1981 alongwith copy of NOC issued by the District Town Planner, Ferozepur issued vide no. 749 dt 19.05.2000 (copy attached).
4. The marriage palace was visited by the officer of Regional Office on 06.07.2016 and it was observed that:
a) The palace has 02 number functional hall, however no function was being carried out at the time of visit.
b) The palace has installed septic tank for treatment of its domestic effluent with the provision to discharge the treated domestic effluent onto land for plantation.
c) The marriage palace has planted trees along its boundary wall for disposal of its treated waste water and tree plantation is adequate.
d) The palace has provided arrangement for collection of municipal solid waste generated from the palace by providing separate partition in one corner of the marriage palace.
e) The palace has installed D.G set of capacity 82 KVA within its premises with canopy and stack of adequate height.
5. The palace is thus complying with the provisions of the Water Act, 1974 and Air Act, 1981.
6. The Competent Authority of the Board vide letter no. SEE(HQ-2)/2016/26655-65 dt. 12.5.2016 has decided that the marriage palace may be issued consents to operate for the period for which the consent fee has been deposited by the owner of the marriage palace, with the condition that the marriage palace owner shall provide adequate Oil & Grease Trap unit followed by well designed septic tank as well as canopy on D.G set etc before next marriage season i.e by Sep,2016 and further they will install the STP as per the treatment methodology finalized by the Board within a period of six months thereafter, to grant consent to operate under the Water Act,1974 & Air Act,1981.
Regional Office has recommended that consents to operate under the Water Act,1974 & Air Act,1981 may be granted to the marriage palace for a period upto 30.09.2020, subject to the suitable conditions along with the special conditions that:
1. The marriage palace will install adequate oil & grease trap followed by well designed septic tank. before the next marriage season by September,2016 and further they will install the STP as per treatment methodology finalized by the Board within a period of six months thereafter.
2. The marriage palace will sign an agreement with the Municipal Council, Zira regarding disposal of Municipal Solid waste on the Dump site of the M.C. before 30.09.2016.
If approved, consents to operate under the Water Act,1974 & Air Act,1981 may be granted to the marriage palace for a period upto 30.09.2020, subject to the suitable conditions along with the special conditions that:
1. The marriage palace will install adequate oil & grease trap followed by well designed septic tank. before the next marriage season by September,2016 and further they will install the STP as per treatment methodology finalized by the Board within a period of six months thereafter.
2. The marriage palace will sign an agreement with the Municipal Council, Zira / authorized agency regarding disposal of solid waste before 30.09.2016.
