No. R.O-II/LDH/CON/IND/1656 Recommendations:- It is intimated that the industry is small scale casting unit. Earlier the industry was given personal hearing before the Chief Environmental Engineer of the Board on 10.03.2016,wherein it was decided as under:-
1. The industry will apply for consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 within 30 days. Failing which cupola will be sealed by Environmental Engineer, Regional office without any further notice..
Now, the industry has applied for ‘Consent to Operate’ under Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention and Control of Pollution) Act, 1981 alongwith documents through online. The industry has submitted the consent fees from 2010 as per fees waiver circular vide no. CEE/HQ-2/2016/114 dated 1.3.2016.
Accordingly, the industry was visited by AEE of this office on 11.07.2016 and observed that:-
1. The industry was in operation & is engaged in process of casting.
2. The industry has installed 1 cupola furnace with adequate stack height. The industry has installed wet cap as APCD as per design of PSCST. The cupola furnace was not in operation during the visit.
3. The industry is commenced from 1980 as per DIC certificate submitted by the industry.
4. There is no generation of trade effluent and only domestic effluent is discharged into sewer.
5. The industry has submitted certificate issued by ATP, M.C, Ludhiana vide letter no. 77/ATP-C/PPCB/C dated 12/04/2016 stating that the unit has been granted permission to operate upto August, 2018 for continuation of existing unit for industrial purposes u/s 79 of PRTP&D Act, 1995.
6. The industry has submitted building plan from architect approved by Director of Factories, PB.
The industry is now complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 as well as the decisions of the hearing.
Keeping in view of the above, it is recommended that Consent under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.06.2018 with usual conditions & special condition that, “The industry shall shift its process in designated area as per provisions of Master Plan of Ludhiana (2007-21).”.
