It is intimated that the marriage palace has applied for fresh consent to operate under Water Act, 1974 and Air Act, 1981 and accordingly the site of the marriage palace was visited by me on 12.07.2016 and observed as under:-
a) The marriage palace was not in operation as there was no function. The marriage palace generates effluent from the various activities involved and same is being discharged into soakage pit after treatment with septic tank. However, no oil and grease trap has been provided by the marriage palace.
b) The marriage palace has provided not hood/stack in kitchen for dissipation of heat/emissions.
c) The marriage palace has installed two DG sets of capacities 62 KVA and 125 KVA without canopy and inadequate stack height.
d) The marriage palace has not provided arrangements to store hazardous waste being generated from DG set.
e) The marriage palace has not provided any arrangements for storage/disposal of MSW.
f) The marriage palace has submitted the letter issued by DTP, Ludhiana vide memo no. 1561 DTP (L) M2A dated 06.07.2016 intimating that the marriage palace is being operated after July, 2007. DTP further intimate that site is not located in any approved master plan. However, no comments of the permissibility of the marriage palace in said zone has been mentioned by the DTP.
g) The marriage palace submitted the Excise challan form no 45-A as date of commissioning proof of year Aug/2011.
h) The marriage palace has already deposited the consent fee under Water Act, 1974 and Air Act, 1981, which is adequate upto 31.03.2017
In view of the above, as the marriage palace is not complying with the provisions of Water Act, 1974 and Air Act, 1981, It is recommended that show cause notice for refusal of consent to operate may be issued to the marriage palace, please.
