M/s Kaura Rice & General Mills, Village Jatiwal, Patiala Road, Bhadson was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. R14PTACTOW1877605 dated 17.10.2014 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. R14PTACTOA1877130 dated 17.10.2014 for processing of paddy @ 3.0 TPH with the conditions mentioned therein. These consents are valid upto 30/06/2019.
Now , Sh. Suresh Kumar, Partner of M/s Bharat Agro Industries has submitted that he has purchased the rice sheller operating in the name of M/s Kaura Rice & General Mills and has requested for transfer the Air consent granted to M/s Kaura Rice & General Mills and to grant fresh consent under Water Act, 1974. Sh. Suresh Kumar has submitted the registration deed of the rice sheller and has deposited Rs. 22500/- vide R.No. 77/4398 dated 15.07.2016 under Water Act, 1974 and Rs. 12000/- vide R.No. 77/4398 dated 15.07.2016 under Air Act, 1981 against the fixed assets of Rs. 70.48 lac as per CA certificate submitted by it. The industry has already deposited Rs. 10,000/- on 15.09.2014 under Air Act, 1981. The total consent fee deposited by the industry is adequate upto 30.06.2021. The partners of M/s Kaura Rice & General Mills has submitted undertaking regarding sale of its shelling unit along with land & building to M/s Bharat Agro Industries and no objection regarding transfer of the consents at the name of M/s Bharat Agro Industries. The industry has also submitted partnership deed and copy of the consents granted to M/s Kaura Rice & General Mills along with the application.
The industry was visited by Junior Environmental Engineer of this office on 15.07.2016 and observed as under:-
i) The unit was not in operation due to off season.
ii) The roads for the movement of the vehicles inside the sheller premises are brick paved.
iii) There was no rice husk stored in the husk storage area.
iv) The industry provided proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area is 3.5' higher than the discharge point of the rice husk pipe.
v) The industry has provided layer of wind screen above the brick wall of husk storage area.
vi) The outer diameter of the rice husk discharge pipe was 15".
vii) The domestic effluent is being discharged onto land for plantation / irrigation after septic tank.
viii) The industry is complying with the conditions of code of practice notified by Govt. Notification no. 10/48/2004-STE (4) /932 dated. 15/10/2013 and the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
Keeping above in view, it is recommended that:-
1. The consent to operate no. R14PTACTOA1877130 dated 17.10.2014, valid upto 30.06.2019 granted under Air (Prevention & Control of Pollution) Act, 1981 to M/s Kaura Rice & General Mills for processing of paddy @ 3 TPH may be transferred in the name of M/s Bharat Agro Industries, Village Jatiwal, Bhadson, Tehsil, Nabha, Distt. Patiala and the period of the consent be extended upto 30.06.2021 subject to condition that the industry shall get its particulate matter tested from Board’s lab/Board’s approved lab in coming season and submit report to the Board within two months.
2. Fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 30.06.2021 in the name of M/s Bharat Agro Industries, Village Jatiwal, Bhadson, Tehsil, Nabha, Distt. Patiala in supersession of consent no. R14PTACTOW1877605 dated 17.10.2014. |
