The industry was earlier granted ‘Consent to Operate’ under Water Act, 1974 vide no. O15LDHICTOW2225840 dated 06.01.2015 valid upto 30.09.2018 & Air Act, 1981 vide no. O15LDH1CTOA2225817 dated 06.01.2015 valid upto 30.09.2018 for manufacturing of shopping/PP bags @ 300 Kg/day. The industry has now applied for obtaining varied ‘Consent to Operate’ under Water Act, 1974 & Air Act, 1981 for manufacturing of industrial packing bags @ 300 Kg/day from plastic granules. To verify the facts, the industry was visited by this office on 20.07.2016 & following observations were made;-
1. The industry was in operation during visit & was engaged in manufacturing of industrial packing bags.
2. The industry has installed one extruder machine, one printing machine,one zipper bag making machine, one offset printing machine and three cutting machines.
3. The industry has installed a DG set of capacity 20 KVA without canopy.
4. Domestic effluent generated from the industry is discharged into sewer.
5. There is no source of trade effluent generation.
6. The industry has submitted the copy of latest Udyog Aadhar No. PB12A0004385 dated 01.07.2016, in which product of the industry has been mentioned as other plastic products N.E.C.
7. The industry has already submitted building plan prepared by the competent person under Factory Act, 1948.
8. The site falls in an industrial zone as per Master Plan, Ludhiana (2007-21) according to DTP Certificate issued vide no 1745 dated 31.05.2011.
9. The gross fixed assets of the industry has increased from Rs. 6.47 Lacs as on 30.11.2014 to Rs. 12.17 Lacs with increase in plant & machinery from Rs. 6.36 Lacs to Rs. 12.07 Lacs. The industry has submitted adequate NOC regularization fee amounting Rs. 900/- vide R no. 37/4070 dated 11.07.2016 for increase in assets. As per the detail provided by the industry the increase in plant & machinery is due to installation of 1 no. zipper non woven bag making machine and 1 no. UPS.
10. The industry is mentioned at Sr. no. R.O-I/LDH/WA/976 in the inventory maintained by Regional Office-1, Ludhiana.
In view of above, it is recommended that, 'Consent to Operate' may be granted to the industry under the Water Act, 1974 & Air Act, 1981 upto 30.09.2020 with suitable conditions as per policy of the Board & with following special conditions:
1. The industry will not manufacture, stock, distribute, recycle, sell or use plastic carry bags In compliance to the Government of Punjab, Department of Local Government (Local Government 4 Branch) notification no. 5/18/2016-4lg4/692717/1 dated 18.02.2016 .
2. The industry will apply for obtaining registration under Plastic Waste (Management & Handling) Rules, 2011 for manufacturing of industrial packaging material.
3. Direction may be issued to the industry u/s 31-A of the Air Act, 1981 for sealing of DG set which have been installed without canopy.
