File Note: It is submitted that the industry is an existing unit, which was earlier granted consent to operate under Water Act, 1974 vide no. ZO/SGR/WPC/2006-07/F-106 dated. 10.08.2006 valid up to 30/06/2016 & Air Act, 1981 vide no. ZO/SGR/APC/2006-07/F-96 dated. 10.08.2006 Valid upto 30/06/2016 for manufacturing of Lead ingots 500 TPA, Battery plates @ 1000 no./day & Batteries (Assembly) @ 300 no./month by using Old used dry battries @ 750 TPA( without acid) with certain conditions mentioned therein. Later on, the industry has obtained site approval from State Competent Authority Cum Site Appraisal Committee, Govt. of Punjab vide letter no. 1097-1102 dated 01/02/2016 issued by the Director of Factories, Department of Labour, Govt. of Punjab as well as No Objection Certificate from pollution angle for increase in production capacity of manufacturing lead ingots from 500 T/year to 1000 T/year in addition to the existing capacity to manufacture Battery Platters @ 1000 nos./day and Battery (Assembly) @ 300 nos/month) by using old dry batteries @ 1500 T/year as raw material by installing additional one coal fired lead smelting furnace and one oil fired rotary furnace in the existing premises at Bhaini Jassa Road, Handiyaya, Disitrct Barnala with certain conditions mentioned therein dated 04/02/2016 valid upto 03/02/2017. Now, the industry has applied for varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 for production of Lead ingots 1000 TPA, Battery plates @ 1000 no./day & Batteries (Assembly) @ 300 no./month by using Old used dry battries @ 1500 TPA. To verify the facts, the industry was visited by AEE of this on 20/07/2016 and it was observed as under:- 1. The industry was in operation, during visit and engaged in manufacturing of Lead ingots, Battery plates & Assembling of Batteries by using Old used dry batteries. 2. The industry has already installed one char coal fired lead smelting furnace of capacity @ 2.0 TPH with Gravity Settling chamber, Cyclone, Bag filter house followed by Water scrubber as APCD. During visit, APCD was in operation. 3. The industry has got its stack emission sample collected on 21/05/2016 and analyzed by the Board approved Lab (Chandigarh Pollution Testing, Laboratory, Chandigarh) and as per analysis report, the concentration of PM was found to be 42.0 mg/Nm3, which is within the prescribed limit of the Board. 4. The industry has provided separate energy meter for APCD and record for the same is being maintained by the industry. 5. The industry has also installed additional one coal fired lead smelting furnace and one oil fired rotary furnace for which it has obtained site approval from State Competent Authority Cum Site Appraisal Committee, Govt. of Punjab vide letter no. 1097-1102 dated 01/02/2016 issued by the Director of Factories, Department of Labour, Govt. of Punjab as well as No Objection Certificate from pollution from the Board dated 04/02/2016 valid upto 03/02/2017. 6. The industry has installed Gravity Settling chamber, Cyclone, Bag filter house followed by Water scrubber as common APCD for new Lead smelting furnace and Rotary Furnace. The industry has also submitted completion certificate as well as will of the APCD. 7. The industry has installed one DG set of capacity 80 KVA with canopy and adequate stack height. 8. The industry has no source of trade effluent generation. Wet scrubber's water is being re-circulated and only domestic water is being discharged onto land for plantation after passing through septic tank. 9. The site of the industry falls in notified block of Barnala for abstraction of ground water as per guidelines issued by the CGWA. But, the industry is an existing unit & established before the date of notification and it has existing submersible pump. The industry had already submitted at the time of SAC approval that there will be no increase in fresh water consumption with increase in production as there is no water requirement in the process. 10. The industry has submitted the fresh building plan paid by the competent person under Punjab Factory Act. 11. The industry is registered as authorized recycler of Hazardous Waste under Rule 8 of the Hazardous Waste (Management, Handling & Transboundary Movement) Rules, 2008 by the Board's letter no. 34920 dated 25.08.2011 for recycling/re-processing of lead acid battery plates/scrap @ 750 MTA for the manufacturing of lead ingots @ 500 MTA valid upto 23.08.2016 with certain conditions mentioned therein. In view of the above, it is therefore, recommended that the consents under the Water Act, 1974 & Air Act, 1981 may be extended upto 30/06/2021 for its existing capacity i.e. production of Lead ingots 500 TPA, Battery plates @ 1000 no./day & Batteries (Assembly) @ 300 no./month by using Old used dry battries @ 750 TPA as raw material with suitable conditions as per the policy of the Board and special condition that it will apply and obtain registration certificate/actual user certificate for recycling/re-processing of lead acid battery plates/scrap @ 1500 MTA, within a period of six months and shall obtain varied consents thereafter.
