It is intimated that earlier industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. ZO-J/HOTEL/WPC/2007-08/F-60 dated 05.12.2007, which was valid upto 30.06.2014 and Air (Prevention & Control of Pollution) Act, 1981 vide No. O15HSPCTOA1526124 dated 02.03.2015 which was valid upto 30.06.2016.
The industry was given personal hearing before the Chief Environment Engineer on 27.05.2016, wherein it was decided as under:-
1) The hotel shall submit the bank guarantee of Rs. 1.0 lac within validity for one year within 02 days and Regional Office shall en-cash the 505 of Bank Guarantee i.e. Rs. 50000/- out of 1.0 lac, immediately.
2) Regional office shall verify the contention made by the industry at site and collect effluent sample of the hotel within 07 days.
3) The Regional office shall process the consent to operate under the Water Act, 1974 as amended in 1988 on merit.
In compliance of the above, the bank guarantee amounting Rs. 50000/- encashed vide receipt 82/4214 Dated 24.06.2016 by this office.
1. I had checked the documents uploaded by the industry personally and verified the same.
2. I had personally checked the industry registration details and found correct.
3. The industry is listed at sr. no ROH/HSP/531 of inventory prepared by RO Hoshiarpur.
4. The industry has submitted consent fee with the cheque in this office and details are given below.
5. The industry falls under small scale Red category and competency lies with the Senior Environmental Engineer , Zonal Office, Jalandhar.
Now the industry has applied for extension in validity of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 online through OCMMS. The industry has Already deposited Rs. 45000/- vide receipt no. 52/4214 dated 21.06.2016 under Air (Prevention & Control of Pollution) Act, 1981 & Rs. 45000/- vide receipt No. 53/4214 dated 21.06.2016 under Water Act & Rs. 500/- vide Receipt no. 54/4214 dated 21.06.2016 as form fee, which are now adequate upto 30.09.2021.
The hotel was visited by officer of this office on 20.07.2016 and observed that the hotel was in operation. However, now the hotel has provided oil & grease traps and the effluent generated from the hotel is discharged into M.C. Sewer after passing through oil & grease traps. The hotel has also submitted NOC from M.C. Hoshiarpur regarding discharge of domestic effluent into M.C. Sewer for further treatment in STP of 30 MLD which is under installation. The domestic effluent sampling of the hotel was carried out during the visit and same was sent to Zonal Lab. Jalandhar for analysis. The results are awaited. The hotel has installed 02 No. DG Sets of 82 KVA & 125 KVA with canopy.
In view of the above, it is recommended that:
1) The consent to operate Water (Prevention & Control of Pollution) Act, 1974 may be decided in light of the analysis report received from Zonal Lab as the discharge of the hotel is into M.C. Sewer leading to STP of Hoshiarpur which is under stabilization.
