Sub: Proceedings of the personal hearing taken by the Senior Environmental Engineer, Zonal Office-II, Ludhiana on 15-06-2016 for refusal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974- M/s Pawan Dyeing & Finishing Mills, Rahon Road, Vill. Bajra, Distt. Ludhiana.

At the outset of the hearing, Environmental Engineer informed that consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 was granted to the industry, which is valid upto 31-03-2016 for dyeing of cloth @ 4000 Kg/day and dyeing of yarn @ 5000 Kg/day for discharge of trade effluent @ 300 KLD onto land for plantation.
A complaint regarding coloured water from submersible pumps into the Rahon Road area was published in Dainik Savera on 27-02-2016 and to verify the facts of the complaint, the site of the industry was visited by the officers of the Board and observed that the industry has provided its private sewer, which needs to be dismantled. The manholes on this sewer line was checked and found completely dry.
The site of the industry was visited by the officers of the Board on 10-03-2016 and sample of the trade effluent was collected during the visit. As per analysis report, the various parameters were pH = 8.01, TSS = 49 mg/l, TDS= 1823 mg/l, COD = 104 mg/l, BOD = 29 mg/l, Oil & Grease = 2.8 mg/l, Sulphides = ND, Phenolic Compounds = ND, Bio assay = 0% survival of fish in 100% effluent after 96 Hrs. Thus, all the parameters were within the prescribed limits of the Board except Bio-Assay, which was beyond the prescribed limit of the Board.
The site of the industry was visited by the officers of the Board on 28-04-2016 and sample of the trade effluent was collected during the visit. As per analysis report, the various parameters were pH = 7.84, TSS = 32 mg/l, COD = 124 mg/l, BOD = 27 mg/l, Oil & Grease = 2.2 mg/l, Sulphides = ND, Phenolic Compounds = ND, Bio assay = 100 % survival of fish in 100% effluent after 96 Hrs, SAR = 20.6 and RSC = 4.72 mg/l. All the parameters were within the prescribed limits of the Board.
Notice u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 as amended in 1988 was issued to the industry with opportunity of personal hearing before Chairman of the Board on 02-06-2016.
In the meanwhile, the industry has applied for obtaining consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 for discharge of trade effluent @ 300 KLD.
The industry was visited by the officers of the Board on 28.04.2016 and observed as under:-
1. The industry was in operation and was engaged in the process of dyeing of yarn and fabric.
2. The industry has installed 12 soft flow machines of (50-500 Kg) and 21 cabinet dyeing machines of 60 Kg each.
3. The industry is maintaining the record for chemical and water consumption.
The industry had already been visited by the officers of the Board on 25.01.2016to get the detail of dyeing machinery. During visit, it was observed as under:-
1. The industry has installed 1 winch machine of 5 kg, 12 soft flow machines (1 of 700 kg, 1 of 450 kg, 3 of 350 kg each, 2 of 300 kg each, 1 of 200 kg, 3 of 180 kg each and 1 of 50 kg) and 22 cabinet machines (20 of 60 kg each and 2 of 30 kg each).
2. As per these dyeing machines and considering operation of industry at full capacity for 24 hours, the generation of trade effluent will be about 1335 KLD. But, the industry has adopted various measures to reduce the quantity of effluent being generated by it.
3. The industry is reusing the condensate and cooling water from soft flow machines. Two tanks of capacity about 30 KL each have been provided for this purpose. These measures can lead to lower the total discharge upto 1180 KLD. Out of this 1180 KLD of expected effluent, 567 KLD effluent will be generated from cabinet machines.
4. During visit, the representative of the industry claimed that the industry is doing dyeing of only acrylic yarn in cabinet machines and effluent generated from cabinet machines was being totally reused in soft flow machines. For this purpose, the industry has provided a storage tank of capacity 150 KL from where the effluent of cabinet machines is further lifted through pump to overhead tank of capacity 60 KL. From this tank of capacity 60 KL, the effluent of cabinet machines is being reused in soft flow machines.
5. The expected generation of trade effluent to be discharged will be about 613 KLD after running the industry at full capacity for 24 hours, but the industry has applied for consent under Water (Prevention & Control of Pollution) Act, 1974 for discharge of trade effluent @ 300 KLD.
Show cause notice for refusal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 was issued with opportunity of personal hearing before Senior Environmental Engineer, Zonal Office-II, Ludhiana on 15-06-2016.
During hearing, the representative of the industry submitted that the industry operates only for 12 hours per day. Hence, the discharge is less than 300 KLD.
After hearing the officers of the Board and the representative of the industry, the Senior Environmental Engineer, Zonal Office-II, Ludhiana decided that consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 be granted to the industry upto 31-03-2021.
Submitted for approval so that the proceedings may be conveyed to all concerned for necessary compliance.
