File Note: It is submitted that Regional Office has forwarded the case for grant of consents to operate under the Water Act, 1974 & Air Act, 1981 to the marriage palace / resort as per the details mentioned in the agenda note. The agenda note has been examined & observed as under:- 1. The palace has been established without the Consent to Establish (NOC) of the Board. 2. Now, the palace has applied for consents to operate under the Water Act, 1974 & Air Act, 1981/regularization through OCMMS on 30.06.2016 under orange category for operation of marriage palace of capacity 300 persons per function and submitted undertaking through Sh. Balbir Singh, Partner of the palace declaring as under:- a) That palace will provide adequate oil & grease trap unit followed by well designed septic tank before the next marriage season i.e by September 2016. b) That palace will install treatment facility as per treatment mythology finalized for marriage palaces in the State of Punjab within a period of six months thereafter. c) That palace will provide/develop adequate land under plantation for disposal of treated domestic effluent scientifically. d) That palace will provide canopy on the D.G set before the next marriage season i.e by September 2016. e) That palace will made agreement with the authorized agency / Municipal Council for lifting of municipal solid waste generated during the function. 3. The palace has submitted copy of exemption letter from DTP, Faridkot regarding change of land use, vide its memo no. 315 dated 24.02.2014 (copy attached). 4. The palace was visited by officer of this office on 12.07.2016 and it was observed as under – a) The marriage palace has functional hall of capacity of 300 persons to carryout functions. No function was being carried out at the time of visit. b) The marriage palace has installed separate septic tank with toilet section, but the palace has not provided separate oil & grease trap followed by septic tank with the kitchen section. c) The effluent from the septic tank is discharged onto land for stagnation adjoining to its premises. 5. As per Board's letter no. SEE(HQ-2)/2016/26641-59 dt 12.05.2016, a final treatment methodology to be adopted for treatment of effluent generated from marriage palace is yet to be finalized in consultation with GNDU, Amritsar. Therefore, it has been decided by the Competent Authority of the Board that marriage palace may be issued consent to operate for the period for which the consent fee deposited by owner of marriage palace, with the condition that the marriage palace shall provide adequate oil & grease traps unit followed by well-designed septic tank before the next marriage season i.e September 2016 and further that they will install the ETP as per treatment methodology finalized by the Board, within a period of six months thereafter. Regional Office has recommended that consents to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the marriage palace for a period up to 30.09.2020, subject to the suitable conditions and specific conditions that – 1. That palace will provide adequate oil & grease trap unit followed by well-designed septic tank before the next marriage season i.e. by September 2016 for treatment of effluent generated from kitchen section and sanitation section. 2. That palace will install treatment facility as per treatment mythology finalized for marriage palaces in the State of Punjab within a period of six months thereafter. 3. That palace will provide/develop adequate land under plantation for disposal of treated domestic effluent scientifically, within a period of two months / before commissioning of palace 2016-17. 4. That palace will made agreement with the authorized agency / Municipal Council for lifting of municipal solid waste generated during the function. 5. The marriage palace will comply with the Noise (Control & Regulation) Pollution Rules, 2000. If approved, consents to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the marriage palace for a period up to 30.09.2020, subject to the suitable conditions and specific conditions that – 1. That palace will provide adequate oil & grease trap unit followed by well-designed septic tank before the next marriage season i.e. by September 2016 for treatment of effluent generated from kitchen section and sanitation section. 2. That palace will install treatment facility as per treatment mythology finalized for marriage palaces in the State of Punjab within a period of six months thereafter. 3. That palace will provide/develop adequate land under plantation for disposal of treated domestic effluent scientifically by September, 2016. 4. That palace will made agreement with the authorized agency / Municipal Council for lifting of municipal solid waste generated during the function, by September, 2016. 5. The marriage palace will comply with the Noise (Control & Regulation) Pollution Rules, 2000. 6. The palace will provide canopy as well as stack of adequate height with the DG set by September,2016. 7. The palace will comply with the conditions of DTP letter no. 315 dt. 24.02.2014. 8. The palace will obtain all statutory clearances from other departments. (Orange – Small : Competency – SEE)
