The industry is a small scale red category unit and is entered at serial no. LDH/RO-3/R-S/1199 in the inventory of this office. The industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. R16LDH3CTOW3722594 dt. 23.03.2016 and no. R15LDH3CTOA2381953 dt. 11.03.2015, which are valid upto 30.06.2020 and 30.06.2019 respectively, with conditions mentioned therein.
Now the industry has applied for obtaining consent to establish (NOC for expansion) for installation of 01 new boiler of capacity 5 TPH alongwtih dyeing machinery, which will increase the effluent generation by 200 KLD, thus making total effluent generation to 700 KLD. The industry has filled online application form, uploaded copy of compliance of earlier granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, feasibility report for ETP and APCD, Project report, manufacturing process, copy of CLU, Partnership deed, proof of ownership of land. The industry has deposited Rs. 9000/- vide R.No. 22/4219 dt. 21.07.2016 as NOC fee, which is adequate for further one year. The industry has proposed to install one no. boiler of 05 TPH capacity (FBC) with trima cyclone and alkali wet scrubber as APCD and the proposed fuel is rice husk and pet coke. The industry has also proposed to upgrade its existing ETP of 500 KLD capacity to 750 KLD and has also uploaded the feasibility report of the same. As per CLU certificate issued by Municipal Town Planner, Ludhiana bearing no. 370/ATP-B/CLU dt. 23.06.2016, the permission for CLU for industrial use has been granted to the applicant in view of instructions issued vide Punjab Govt. notification dated 01.03.2013.
The site was visited by AEE of this office on 25.07.2016 and observed that the project proponent is in the process of installation of boiler and around 50% civil work and 50% machinery of the boiler has been installed in the plot just adjacent to the existing industry. No boundary work has been started yet and no dyeing machinery has been installed till date.
In view of above, it is therefore, recommended that consent to establish (NOC for expansion) for installation of new boiler of 05 TPH capacity and dyeing machinery for generation of additional trade effluent @ 200 KLD may be granted to the industry for one year with suitable conditions and with special condition that:-
1. The industry shall obtain necessary clearance from CGWA, in case the industry has to provide additional tubewell for meeting the additional requirement of fresh water.
2. The industry shall provide adequate equipments as per guidelines prescribed by the Board for using pet coke as fuel in its proposed boiler before its commissioning.
The industry shall purchase additional shares corresponding to 200 KLD from PDA before, the commissioning of the proposed project.
