It is intimated that the stone crusher was granted consent to establish (NOC) for manufacturing of crusher 670 cft/day, Rori @ 100cft/day, Sand @ 200cft/day, which is valid upto 20.06.2017. The industry was given personal hearing before the Chief Environmental Engineer on 24.06.2016, wherein it was decided as under:
1) The stone crusher shall apply for consent to operate under Water Act, 1974 and Air Act, 1981 after commissioning of plant.
2) The stone crusher shall comply with the code of practice prescribed for subhc type of industry.
3) The industry shall get registered with GM-Cum-Mining Officer as per mining policy.
After that a complaint has been received against the stone crusher from the nearby residents of Vill. Bhol Badmanian and the stone crusher was issued violation notice under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 vide this office letter No. 4196 dated 30.06.2016.
The stone crusher has now applied for fresh consent to operate after NOC. The industry has applied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 through OCMMS of the Board and has uploaded CA Certificate, List of Directors, Approved site cum location plan from the approved competent person from Factory Act, 1948, earlier granted NOC compliance report etc. The stone crusher has deposited Rs. 22500/- vide receipt No. 74/4215 dated 19.02.2016 as water consent fee and Rs. 22500/- vide receipt No. 75/4215 dated 19.02.2016 as air consent fee and Rs. 500/- vide receipt No. 73/4215 dated 19.02.2016 as application form fee against the CA certificate of Rs. 67.27lacs. The fees are adequate upto 30.06.2021 under both acts. The stone crusher was visited by officer of this office on 23.07.2016 and observed as under:- 1) Sh. Sarabjit Singh, Production Manager of the industry was contacted at site. 2) The stone crusher was not in operation during the visit. 3) The stone crusher has installed 02 No. granulator, 01 No. Rotopactor, 01 No. vibrating and Screening machine at site. 4) The stone crusher has provided conventional chutes to the end of the conveyor belts to control the dust emission. 5) The stone crusher has mobile tanker for the sprinkling of water on ramp. The stone crusher is required to provide water sprinkler system whole of the boundary of the industry. 6) The stone crusher has provided fresh saplings around the boundary. 7) The stone crusher has enclosed its rotopactor installed at site. 8) The stone crusher has not provided any tubewell in the premises and the water being used through mobile tankers from out sources. 9) The stone crusher has installed 01 No. DG Set of capacity 250 KVA with canopy at site. The stone crusher has obtained Environmental Clearnace for the mining site in revenue state of Vill. Sukhchainpur, Tehsil Dasuya, Distt. Hoshiarpur in Had Bast No. 584 and total area of 1.14 hectare (26 Kalan 42 Marlas) vide No. SEIAA/M.S/2015/5139 dated 01.01.2015 for five years from date of issue of Environmental Clearnace.
In view of above it is recommended that fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 applied by the stone crusher may be granted upto 30.06.2017 with suitable conditions and with special conditions as under:- 1) The stone crusher shall submit analysis report of the Air Ambient monitoring from the Board's lab within one month. 2) The stone crusher shall develop more plantation all around the boundary of the stone crusher to control the dust emissions in the area. 3) the stone crusher shall provide sprinklers system around the boundary of the stone crusher, immediately. 4) The stone crusher shall get registered its unit with the General Manager cum- Mining Officer, DIC, Hoshiarpur. 5) the stone crusher will comply with the conditions with Central Ground Water Board.
