File Note: Sub: Application for extension in the validity of consent to establish (NOC) by Parkwood. Developer (P) Ltd., for its project located in the revenue estate of village Santemajra, Tehsil Kharar, Distt. S.A.S. Nagar. In this regard, it is intimated that, the Promoter Company was granted Consent to Establish (NOC) by the Board vide no. 1865 dated 25.03.2014, which was valid upto 24.03.2015, for developmment of group housing-cum-commertial project having 444 flats in an area of 28,432.40 sqm. and having a total built up area of 67,112.65 sqm. Now, the Promoter Company has applied for extension in the vaildity of the said NOC along with the documents and requisite NOC fee. The promoter company has depoised Rs. 88000 vide UTR/Ref no. N148160156119784 dated 27.05.2016 as NOC fee, which is adequate for two years. It is further intimated that the promoter company had obtained environmental clearance, vide no. SEIAA/2014/2062 dated 06.02.2014 under EIA notification dated 14/09/2006, for a project area of 28,432.40sqm. and having a built up area of 67112.65 sqm. Accordingly, the site of the project was visited by the AEE of this office on 21.07.2016 and Sh. Sunil Kumar Tiwari was contacted. During visit it was observed as under 1. The promoter company has completed the civil construction work of 404 flats out of which, finishing work of 95 flats have been completed and finishing work of rest of the flats was in process. The promoter company has completed the work for laying of foundation of 40 no. EWS. 2. At present about 45 families are residing within the project. The promoter company has installed a STP of capacity 120 KLD in the basement of the building for treatement of domestic effluent being generated from these occupied flats. 3. The promoter company has constructed 02 rain water harvesting wells in the project for recharging of ground water with roof top rain water and the representative of the promoter company informed that total of 06 rain water harvesting wells are to be constructed in the project. 4. The Promoter Company has installed 02 D.G. sets of capacity 300 KVA and 150 KVA, both of which are equipped with canopies and stacks of adequate height. It is worth to mention here that the promoter company was granted partial Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981, for 50 no. of flats, which was valid upto 31.03.2016. Thereafter, the promoter company was issued notice for violation of the provisions of the Water (Prevention & Control of Pollution) Act, 1974 along with an opportunity of personal hearing on 07.07.2016 and proceedings of the same are awaited. Further, the promoter company has also applied through online system for obtaining partial varied Consent to operate for 200 no. of flats under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. Accordingly, samples of the treated wastewater from the outlet of the STP and from the overhead flushing tank were collected and have been sent to Board’s laboratory for analysis of the same. The said Consent to operate cases will be processed through online system on merits after the analysis results are obrtained. In view of above, if approved, the validity of NOC granted to the Promoter Company may be extended for further one year along with same terms and conditions.
