File Note: It is submitted that the rice sheller was earlier granted consent to operate under the Air Act, 1981 vide no. SGR/APC/2003/894 dated 03/12/2003, valid upto 03/06/2004, which was extended upto 31/03/2016, to manufacture raw rice @ 2.0 TPH. Now, the industry has applied for fresh consent to operate under Water Act, 1974 & renewal of consent to operate under the Air Act, 1981. The industry has deposited Rs. 15750 /- each vide R. No. 72/4307 & R. No. 71/4307 dated 04/07/2016 against the fixed assets of Rs. 33.10 lacs, as Water fee, which is adequate upo 30/06/2020 & Air consent fee, which is adequate upto 30/06/2021. The case of industry was scrutinized and the industry was asked to submit analysis results of stack emission sampling and give the detail of gross fixed assets. The industry vide its letter attached online on 19/07/2016, has given an undertaking stating that the analysis report will be submitted after start of the sheller in coming season. It is further submitted that the Govt. of Punjab, D.S.S.T.E has notified that the Rice shellers /saila plants shall comply with the code of practice notified by Govt. Notification no. 10/48/2004-STE (4) /932 dated. 15/10/2013. To verify the compliance of consent conditions & the code of practice, the industry was visited by the undersigned on 13/07/2016 and it was observed that the industry was not in operation due to off season. The industry has provided brick roads for the movement of the vehicles within its premises & done adequate plantation in the industrial premises. The industry has also provided 5 ft jaali over the brick wall (10 feet height) in rice husk storage area. The industry has provided cyclone separator as APCD to control emissions arising from shelling section. A stack of 10 ft. height above roof level has been provided for discharge of emissions. The sampling facility like port hole, platform & approach ladder have been provided for collection of stack emission sample. No water is used in the process, so no trade effluent is generated. The industry is discharging its domestic effluent generated from newly constructed toilets onto land for plantation after treatment in septic tank (undertaking attached). Thus, the industry is complying with the conditions of consent earlier granted to it and amended code of practice notified by the Govt. on 15/10/2013. May if approved, the consent under the Water Act, 1974 may please be granted upto 30/06/2020 with suitable conditions and validity of the consent granted under the Air Act, 1981 may be extended upto 30/06/2017 with suitable conditions and specific condition that the industry shall get the performance of the APCD monitored from Board's lab within one month from its commissioning in the coming season and shall submit the analysis report to the Board for further extension of consent.
