File Note: The industry was earlier visited by this office on 03.02.2016 and thereafter violation notice under the provisions of Water Act, 1974 and Air Act, 1981 was issued to the industry vide this office letter no. 5637 dated 01.03.2016 to apply for consents of the Board. Thereafter, the industry has applied for consent to operate under Water Act, 1974 & Air Act, 1981 through OCMMS and the same was refused because of the following reasons:- 1. The industry was not re-circulating the water from sand barreling back into the process 2. The industry has not obtained permission from CGWA regarding the installation of submersible pump 3. Due to the inadequacy of NOC regularization fees ( Rs. 7000 deposited against the required fees of Rs. 9000) Now, the industry has again applied for consent to operate under Water Act, 1974 and Air Act, 1981 through OCMMS. The industry has deposited Rs. 2000/- as additional NOC regularization fees which is now adequate as per the CA certificate submitted by the industry. The industry was visited by AEE of this office on 26.07.2016 and observed that:- (1) The industry is engaged in manufacturing of cycle chains. (2) The industry has installed 7 no. sand barrels, waste water of which is re-circulated back into the process. The industry has installed 3 no. tanks of capacity @ 2000 ltrs, 1000 ltrs, 1000 ltrs respectively. The effluent from the sand barreling process is stored in these tanks and is re-circulated back in the process thereafter. (3) The industry has submitted a bill of purchase of submersible pump dated 16.04.2008 in the name of Ramshankar Khenja, HB-14, Phase-6, Focal Point, Ludhiana. The representative has also submitted electricity bill in the name of Ramshankar Kehneja who was the owner of the land earlier. The proprietor of the industry has purchased the land from Ramshankar Khenja in 2014. The submersible pump was installed before 2010 in the plot where now runs the above mentioned industry namely M/s S.S. Bikes. As such, the CGWA condition is not applicable in the above said case. (4) The industry has installed 2 no. tempering furnaces and 1 no. electrical heat treatment furnace. The industry has applied for 4 heat treatment furnaces. The representative informed that one tempering furnace is yet to be installed.The additional furnace has already been ordered. Presently, there are only 3 heat treatment furnaces. (5) The industry has also installed 3 no. power presses. The industry has installed machining equipment like punching machines, lathe machines etc. in the rest of its premises. (6) The industry has commissioned since Oct/2014 as per acknowledgement issued by GMDIC Ludhiana. (7) The industry has submitted building plans authenticated by architect approved by Director of factories Punjab. (8) The industry has deposited NOC regularization fee of Rs. 7000/- only which is inadequate against required fee of Rs. 9000/-. In view of above, it is recommended that consent to operate under Water Act, 1974 may be granted to the industry upto 30.06.2021 with appropriate conditions, please.
