File Note: The project proponent has proposed to establish a shopping complex & cinema (multiplex) at Bajakhana road, Barnala and has applied for obtaining consent to establish (NOC) from pollution angle. To verify the facts, the site was visited by AEE of this office on 30/07/2016 and it was observed as under:- 1. The site is located at Bajakhana Road, Barnala, District Barnala. 2. The project proponent has proposed to establish a Multiplex consisting of one food court, 40 shops & one cinema hall with single screen. 3. The project proponent has started construction of building and civil work was in progress. 4. During visit, it was observed that the site falls within the MC limits of town Barnala and adjacent to the residential colony namely M/s West City. Earlier, the unit was being established under the name and style of M/s West Plaza. In August, 2015, M/s VRC constructions (India) Pvt. Ltd. Delhi has purchased the site along with incomplete building and now it is being established by M/s VRC constructions (India) Pvt. Ltd. Delhi under the name and style of M/s VRC Mall. 5. The project proponent has obtained license / NOC vide DTP, Sangrur letter no. 882 dated 14/05/2013, for establishment of Shopping Mall & Cinema at West Plaza Mall, Barnala. (in its previous name M/s West Plaza Mall). 6. As the site falls within the MC limits of town Barnala, the project proponent has got its building map approved from Executive Officer, Barnala (in its previous name M/s West Plaza). 7. As per proposal of the project proponent, there will be no source of air pollution like boiler, furnace, etc. The project proponent has proposed to install two DG sets of capacity 125 KVA each with canopy and adequate stack height. 8. As per proposal of the project proponent, there will be no source of trade effluent generation. The domestic effluent arising from the multiplex @15KLD will be discharged into public sewer after treatment through STP. 9. The proposed site of the project proponent falls in the notified block for abstraction of ground water as per guidelines / notification dated 15/11/2012 issued by Central Ground Water Authority, Govt. of India. The project proponent has proposed to take fresh water supply from the municipal committee, Barnala and has applied for water connection (Copy attached). 10. As the general guidelines are applicable for such type of units, therefore, the site is suitable for establishment of such type of projects, as per Board policy dated 30.04.2013. In view of above, it is recommended that Consent to establish (NOC) for setting up of Multiplex consisting of one food court, 40 shops & one cinema hall with single screen may be granted to the project proponent with suitable conditions as per policy of the Board and following specific conditions:- 1. The project proponent will not install any tubewell or energized source for abstraction of ground water without obtaining permission from the central ground water authority. 2. The water required for domestic use shall be taken through Municipal Committee supply. 3. The project proponent shall obtain permission for abstraction of ground water as per guidelines issued by the Central Ground Water Authority, if required at any stage.
