Subject: Application for obtaining renewal of 'consent to operate' under the Water Act, 1974 and the Air Act, 1981 – M/s M.P. Foundry, Guru Ki Nagari, Mandi Gobindgarh
Reference: Industry's online application ID 4351677 and 4351679 dated 16/7/2016
In above regard, it is submitted that the subject cited industry is a foundry unit and has installed cupola furnace of capacity < 3 T/hour. The industry was granted consent to operate vide no. ZO-I/FGS/ WPC/2008-09/F-165 dated 7/10/2008 and vide no. ZO-I/FGS/APC/2008-09/F-168 dated 7/10/2008, both valid upto 11/11/2015 for the manufacturing of CI Castings & Rolling Mill Parts @ 40 T/month with certain conditions mentioned therein. Therefore, the industry was issued show cause notices vide this office letter no. 4126 dated 8/2/2016 and no. 205 dated 29/4/2016.
Now, the industry has applied for obtaining renewal of consent to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS alongwith requisite documents. The industry has also deposited consent fee of Rs. 5100/- each vide R. no. 95/4212 and 96/4212 dated 20/7/2016 as Water and Air consent fee against un-depreciated fixed assets of Rs. 3.32 Lacs as on 31/3/2016 as per CA certificate dated 23/6/2016, which is adequate upto 30/6/2021 as per Board's Office Order dated 18/7/2013. It is pertinent to mention here that earlier CA certificate submitted by the industry indicates, the value of fixed assets as Rs. 5.62 Lacs. The industry in its clarification submitted on 1/9/2016 clarified that earlier, the industry has submitted the CA certificate including the value of Car, Scooter and Mobile etc. by mistake as the Car and Scooter are on personal name and should not be considered as part of the fixed assets of the industry and the actual value of the fixed assets is as Rs. 3.32 Lacs.
It is further submitted that the industry was earlier visited by the undersigned on 22/7/2016 and it was observed as under:
1. The industry is a cupola furnace and was in operation.
2. The industry has provided wet cap as APCD with the cupola furnace for the control of process emissions to be generated from it.
3. The industry has submitted its stack emission sample collected by M/s Idma Laboratories Ltd (approved lab) on 19/3/2016. As per the analysis results, the concentration of particulate matter is found to be 42.16 mg/Nm3, which is within the permissible limits laid down by the Board.
4. The industry has provided recirculation system to re-circulate the scrubbing water.
5. The industry has not installed any DG set in the industrial premises.
6. There is no generation of any trade effluent except generation of domestic effluent, which is being discharged into PSIEC sewer.
The industry is located in designated industrial zone as per the Master Plan of Mandi Gobidngarh.
It is further intimated that as per Board Office Order no. 244 dated 3/6/2013, the powers have been delegated to the Environmental Engineers of the Regional Offices of the Punjab Pollution Control Board to grant 'consent to establish'/ operate under the Water Act, 1974 and Air Act, 1981 for Cupola Furnaces irrespective of its capacity.
In view of above, it is therefore recommended that 'consent to operate' under the Water Act, 1974 and the Air Act, 1981 may be granted to the industry upto 30/6/2021 with suitable conditions.
