It is submitted that the subject cited industry is a small scale rolling mill. The industry was granted consent to operate under the Water Act, 1974 vide no. SEE(Z.P-II)/FGS/WPC/2011-12/F-486 dated 7/10/2011 and under the Air Act, 1981 vide no. SEE(Z.P-II)/FGS/APC/2011-12/F-496 dated 7/10/2011, both valid upto 6/10/2015 for the manufacturing of MS Bars, round, Patti, Angles, Square @ 14 T/day under the name and style of M/s Riyan Rolling Industries.
Now, M/s Durga Steel Rolling Mills had taken the unit on lease from M/s Riyan Rolling industries from 1/3/2016 to 31/3/2018. Therefore, the industry (M/s Durga Steel Rolling Mills) has now applied for obtaining consent to operate under the Water Act, 1974 and the Air Act, 1981 with requisite documents through OCMMS. The industry has also submitted the copy of partnership deed and lease deed made between M/s Riyan Rolling Industries and M/s Durga Steel Rolling Mills, which is valid upto 31/3/2018. The industry has also deposited consent fee of Rs. 11200/- each Vide R. no. 31/4637 & no. 32/4637 dated 1/8/2016 against the un-depreciated fixed assets of Rs. 59.85 Lacs as on 30/4/2016 as per CA certificate dated 30/4/2016, which is adequate upto 31/3/2018 as per Board's Office Order dated 18/7/2013.
Accordingly, the industry was visited by the AEE of this office on 2/8/2016 and it was observed as under;
1. The industry was not in operation due to no demand.
2. The industry has installed one no. reverberatory furnace. The industry is presently using pulverized coal in its furnace and has installed pulverizer, which is equipped with inbuilt bag filter house as APCD.
3. The industry has installed multi cyclone followed by wet scrubber as APCD alongwith stack of adequate height.
4. The industry has installed energy saving devices such as air seal, damper plate, recuperator and VFD.
5. The industry has not installed any D.G. set inside the industrial premises.
6. The stack emission sample was collected by this office along with JSO, H.O Lab, Patiala on 27/6/2016 and as per the analysis results, the concentration of SPM is found to be 38 mg/Nm3, which is within the permissible limits of 150 mg/Nm3 as laid down by the Board.
7. No water is being used in the process, therefore, there is no generation of trade effluent. Whole of the water being used in the wet scrubber is re-circulated.
8. The domestic effluent being generated by the industry is discharged onto land for plantation after passing through septic tank.
The industry is located in industrial zone as per the Master Plan of Mandi Gobindgarh prepared by the Deptt. of Town and Country Planning, Punjab. The industry is complying with the conditions of consents granted to it under the Air Act, 1981 and Water Act, 1981.
In view of above mentioned facts, it is recommended that consent to operate under the Water Act, 1974 and the Air Act, 1981 may be renewed upto 31/3/2018 (upto lease period) with suitable conditions.
