The industry is an existing unit engaged in manufacturing of MS round/hexa bar. The industry was granted 'Consent to Operate' under Water Act, 1974 vide no. ZO-I/LDH/RO-I/ WPC/2012-13/V-4225 & under Air Act, 1981 vide no. ZO-I/LDH/RO-I/ APC/2012-13/V-3219 dated 17.12.2012 extended upto 30.06.2018 for production of M.S round & hexa bars @ 100 TPD.
Thereafter, the industry was granted 'Consent to Establish' NOC for expansion under Water Act, 1974 & Air Act, 1981 vide no. R15LDH1CTE2898591 dated 23.07.2015 valid upto 22.07.2016 for manufacturing of M.S round & Hexa Bar @ 100 TPD & for installation of new annealing furnace of capacity 05 MTD and one bar drawing unit. Now, the industry has applied for varied ‘Consent to Operate’ under Water Act, 1974 & Air Act, 1981. To verify the facts the industry was visited by officers of this office on 11.07.2016 & it was observed that:
1. The industry was in operation during visit & is engaged in the manufacturing of M.S round & Hexa Bar.
2. The industry has installed one reverbratory furnace of capacity 15 TPH with cyclone followed by wet scrubber as APCD along with adequate stack height. The industry is using pulverized coal as fuel.
3. During visit air emission sample was collected from port hole on stack after APCD with reverbratory furnace & sent to Board’s lab, Ludhiana for analysis. As per the analysis report received the conc. Of SPM is 108 mg/Nm3, which is well within the prescribed standards.
4. The industry has now installed one new annealing furnace of capacity 05 MTD with adequate stack height.
5. The industry has also installed one bar drawing unit for which the industry has made agreement with M/s JBR Tech. Pvt. Ltd. (Unit-II), Kohara, Ludhiana (re-processor) @ 3000 ltr/month for lifting of spent acid & domestic effluent of the industry is being discharged into sewer.
6. The industry has installed two D.G sets of capacity 62.5 KVA & 32 KVA with canopy & adequate stack height.
7. The industry has submitted latest approved building plan from Competent Authority.
8. The industry is complying with the previous consent conditions & conditions of NOC for expansion granted to the industry under Water Act, 1974 & Air Act, 1981.
9. The competency to grant the consent case lies with Sr. Environmental Engineer, Zonal Office-I, Ludhiana
10. The industry is mentioned at Sr. no. R.O-I/LDH/WA/1020 in the inventory maintained by Regional Office-1, Ludhiana.
In view of the above, it is recommended that Varied 'Consent to Operate' under Water Act, 1974 & Air Act, 1981 may be granted to industry valid upto 30.06.2021 with suitable conditions as per policy of the Board please.
