Environmental Engineer Regional Office has submitted that
• industry was granted consent to establish (NOC) for the product by the means of injection moulding @ 300kg/day, the same had been expired on 2/5/2013 and even the industry has not obtain the extension of the NOC/consents of the Board.
• The industry has submitted a building plan approved by the authorized person of Director of Factories, Punjab.
• The industry was visited by officer of this office on 28/7/2016 and observed as under:-
1. The industry is engaged in the process of manufacturing of plastic containers in the capacity range of 300 ml to 1500 ml.
2. The industry has installed injection moulding machines (03 nos.) which are fully automatic.
3. The plastic granules are being used as a raw material and the feeding of the same to the injection moulding machine is by the pipe suction method.
4. The industry has installed a small chilling section which is used for the re-circulation of chilled water into injection moulding for cooling purpose.
5. Domestic effluent was being discharged into the sewer.
On the basis of above report, Environmental Engineer Regional Office has recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry up to 30/9/2020.
As per agenda note, there is no trade effluent or air emission from the industry and it is using virgin plastic granules as raw material only.
So if approved, consent may be granted as recommended by Environmental Engineer Regional Office Amritsar with usual conditions and that the industry shall use only virgin granules and shall discharge no trade effluent or air emissions at any time.
