File No. RO-II/LDH/CON/IND/1410: Recommendations: It is submitted that previously there was M/s Kashap Industry was operated at the same address, which is issued notice to issue directions u/s 33-A of the Water Act, 1974 alongwith an opportunity of personal hearing before the Chief Environmental Engineer of the Board on 10.08.2016. It is pertinent to mentions here that the industry has closed its process, now there was new industry namely M/s Jaggi Electroplaters is operating at this location and report regarding the same was already sent to your office vide this office letter no. 4016 dated 13.06.2016.
It is intimated that earlier show cause notice for violation of the provisions under Water Act, 1974 alongwith an opportunity of personal hearing before the Senior Environmental Engineer of the Board on 13.07.2016 and after hearing it was decided as under :-
1. The industry shall not operate the electroplating section till it comply with water polluting norms.
2. Environmental Engineer, Regional Office be directed to seal the electroplating section immediately.
Now, in compliance of the hearing decisions the site of the industry was visited by the officer of this office on 05.08.2016 and it was observed that now the industry changed its name from M/s Jaggi Electroplaters to M/s Kashish Impex India and the industry was not in operation during the visit. The industry has made an MOU with M/s JBR Technology Pvt. Ltd., Ludhiana of quantity 3000 Ltr/month. But, the industry has not provided water meter on its fresh water supply line process area. The industry has installed three zinc barrel and one caustic barrel, all were sealed in the presence of the representative of the industry. Accordingly, the detail report was sent to your office vide this office letter no. 5594 dated 08.08.2016.
Now, the industry has applied for the fresh consent to operate under Water Act, 1974 through online system alongwith requisite documents. Accordingly, the site of the industry was visited by the officer of this office on 08.08.2016 and it was observed as under :-
1. The industry was not in operation & seals provided to the wet process are found intact.
2. The industry has made an MOU with M/s JBR Technology Pvt. Ltd., Ludhiana of quantity 3000 Ltr/month. The industry has now provided water meter on the fresh water supply line in the process area and reading of the same was 290 Ltr during the visit. The industry has close the bye-pass from its process area, now it has provided the plastic storage tank of capacity 2000 Ltr, same was full upto 2'8".
3. Domestic effluent is being discharge into sewer.
4. The industry has not installed any D.G set/boiler/furnace in its furnace.
5. The industry has submitted approved building plans from the approved person of the Directors of Factories, Punjab.
6. The industry is complying with the provisions under Water Act, 1974.
7. The industry has deposited the Rs. 900/- as NOC regularization fees and the site of the industry falls in Indl Area-C as per khasra no’s mentioned in the gazette notification. Hence, the site can be regularized.
Keeping in view of the above, it is recommended that:-
I. Wet process of the industry may be de-sealed.
Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 30.06.2021 with usual conditions.
