It is intimated that the industry is large scale red category unit engaged in the process of manufacturing of sports goods. The industry was granted consent to operate under Water Act, 1974 vide no. ZO/JAL/WPC/2012/F-847 dated 28.08.2012 and under Air Act, 1981 vide no. ZO/JAL/APC/2012/F-829 dated 28.08.2012 which were expired on 12.06.2016 under small scale red category.
Now, the industry has applied for renewal of consent to operate under Water Act, 1974 and Air Act, 1981 under large scale red category through OCMMS. The industry has also submitted the detail of the addition made by it in the plant and machinery which is enclosed in the list of the documents. The industry has also deposited the NOC regularization fee of Rs. 18,000/- (Rs. 12,000/- vide R.No. 03/4246 dt. 03.05.2016 + Rs. 6,000/- vide R.No. 29/4248 dt. 13.06.2016) as NOC regularization fee. The industry has also submitted the approved building plan issued by the Director of Factories, Punjab vide letter no. 3563 dated 09.04.2015.
The site of industry was visited by Er. Jaspal Singh AEE and Sh. Abhinandan Sharam S.A. on 11.07.2016 to collect the air emission samples and it was observed as under:-
1. The industry was in operation during visit and engaged in the process of manufacturing of sports goods.
2. There is no generation of the trade effluent from the process and only domestic effluent is being discharged into sewer.
3. The industry has installed one boiler of capacity 03 TPH and provided twin cyclone and wet scrubber as APCD. The industry was using coal as fuel in its boiler.
4. The boiler and its APCD were in operation during the visit, the air emission samples were collected during the visit and as per the anlaysis report, the parameter SPM = 542 mg/Nm3 is beyond the permissible limit of the Board.
5. The industry has installed 02 D.G set of capacities 320 KVA and 380 KVA, same are with canopies.
The industry has submitted a bank guarantee of Rs. 2.0 Lacs to comply with pollution control laws which is valid upto 01.04.2017.
1. I had checked the documents uploaded by industry personally and verified the same.
2. I had personally chekced the industry registration details and found correct.
3. This industry is listed at Sr. No. 1520 of inventory prepared by R.O. Jalandhar.
4. The industry falls in large scale red category unit and the cometency with of case lies with worthy Chairman of the Board.
In view of above, it is recommended that show cause notice for refusal of consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be issued to the industry please.
