No. R.O-II/LDH/CON/IND/1716 Recommendations: It is intimated that industry is a small scale cold storage unit. Earlier the industry was visited by officer of this office on 07.07.2016 and some observations were made. Thereafter, the industry was given personal hearing before Environmental Engineer, Regional Office-2, Ludhiana and the decisions of the same were conveyed to the industry vide this office letter no. 5369 dated 15.07.2016 that, “The industry will apply for consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 within 07 days”
Now, the industry has applied for ‘Consent to Operate’ under Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention and Control of Pollution) Act, 1981 alongwith documents through OCMMS. Accordingly, the industry was visited by AEE of this office on 05.08.2016 and observed that:-
1. The industry was in operation & is engaged for storage of vegetables.
2. There is no generation of trade effluent and only domestic effluent is discharged onto land for plantation after septic tank.
3. The unit has installed a cooling plant with a re-circulation tank and a pump motor fitted over it for the re-circulation of cooling water.
4. The industry has installed a D.G. set of capacity @125KVA, fitted with canopy
5. The industry has submitted approved building plan from Director of Factories, PB.
6. The industry has not obtained CLU from the competent authority. The land use classification is not clear from the perusal of Master Plan Khanna, but as per report of Master Plan Khanna, Agro based industries like cold storage are permissible in the rural/agriculture zone.
Keeping in view of the above, it is recommended that the consent under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.09.2020 with usual conditions
