It is submitted that the industry is a small scale red category unit, engaged in manufacturing of raw rice @ 1.0 TPH (Without dryer) by processing paddy as raw material. The industry was earlier granted Consent to Operate under the Water Act, 1974 vide no. SGR/WPC/2001/F-205 dated 15/11/2001 & the Air Act, 1981 vide no. SGR/APC/2001/F-380 dated 15/11/2001, both valid upto 31/03/2016 for manufacturing of raw rice @ 1.0 TPH (Without dryer) subject to the certain conditions mentioned therein. Further, the industry was granted NOC vide no RO/SGR/NOC/2012-13/exp-1314 dated 06/06/2012 (valid for one year) from pollution angle for expansion of unit by installing additional machinery for manufacturing of raw rice @1.0 TPH in the existing unit (total capacity after expansion @2.0 TPH of raw rice).
Now, the industry has applied for renewal of consents under the Water Act, 1974 and the Air Act, 1981. The industry has submitted an undertaking that they are engaged in manufacturing of raw rice @1.0 TPH and has not increased the capacity of the unit. They have not installed any additional machinery, as such the pollution load has not been increased in the existing unit. Further, the representative of the industry has mentioned that they will continue the industrial operation for manufacturing of raw rice @1.0 TPH only. The industry has submitted the fresh partnership deed.
To verify the facts, the industry was visited by undersigned on 11/08/2016 and it was observed as under:
1. The industry was not in operation, due to off season.
2. The industry has covered all the processing sheds.
3. The industry has provided brick road from main gate of the industry to the rice room for the movements of vehicles.
4. The industry has provided cyclone as APCD with adequate stack height to control the process emissions. All the dust emitting points are hooded and connected to the cyclone.
5. The industry has provided brick wall of 10 feet height in front of the discharge point of rice husk area and the length of aforesaid brick wall is 35' on each side of the rice husk discharge point.
6. The industry has not provided jalli of 5 feet height above the brick wall in front of the discharge point of rice husk area. However, it was lying in the storage room and representative of the industry told that they will provide on the brick wall before commissioning of the unit in the coming season.
7. The industry has not submitted that the analysis report and has submitted that they will get the performance of APCD monitored from Board's lab, in the coming season.
8. The industry has no source of trade effluent generation and only domestic effluent was being discharged on to land for plantation after septic tank.
9. The industry has deposited Rs. 15,750/- each vide R.No. 04/4527 & R.No. 05/4527 dated 08/08/2016 against the fixed assets of Rs. 26.11 lacs, as Water & Air consent fee, which is adequate upto 30/06/2021.
The industry is complying with the code of practice notified by the Govt. of Punjab, Deptt. of Science, Technology & Environment vide notification no 10/48/2004-STE-(4) / 932 dated. 15/10/2013 and complying with the provisions of Water Act, 1974 & Air Act, 1981. As per office order No. 461 dated 31/12/2013, the competency for grant of consents to the rice shellers with dryer and saila plants lies with the Environmental Engineer of the Regional Office.
If approved, the consents under the Water Act, 1974 & the Air Act, 1981 may be granted to the industry upto 30/06/2017 with suitable conditions as per policy of the Board and special condition that the industry shall get the performance of APCD monitored from Board's lab within one month from its commissioning in the coming season and shall submit the analysis report to the Board for further extension of consents. |
