File Note: It is submitted that Regional Office has forwarded the case for renewal of consents to operate granted under the Water Act, 1974 & Air Act, 1981 to the industry as per the details mentioned in the agenda note. The agenda note has been examined & observed as under:- 1. The electric connection of the industry was restored temporary for a period of six month i.e. upto 05.05.16 vide Zonal Office, Bathinda letter no. 3267-70 dt. 06.11.2015 with direction to Regional Office to carry out the sampling of the industry during this period as per policy of the Board. 2. The consents to operate under Water Act, 1974 & Air Act, 1981 have been granted to the industry for operation of unit for manufacturing of Saila Rice @ 72 TPD & Sorted Rice @ 4 TPH with validity upto 03.05.2016. 3. The industry was visited by officer of Regional Office alongwith JSO on 08.01.2016 and it was observed that the industry was in operation. During visit 2 no. emission samples were collected from the port hole of stack attached with boiler section and 1 no. paddy cleaner. As per analysis report, the concentration of SPM was found 276 mg/Nm3 & 474 mg/Nm3, respectively which is within the prescribed limits of the Board for such discharge. 4. The industry was again visited by officer of Regional Office on 08.02.2016 and it was observed that the industry was in operation. During visit, effluent samples were collected from the Aeration tank and outlet of ETP as per analysis report the concentration of various parameters at outlet of ETP was found within prescribed limits for such dischargeS onto land for plantation. 5. The industry was again visited by officers of Regional Office on 04.04.2016 and it was observed that the industry was in operation. During visit 1 no. effluent sample was collected from the outlet of ETP as per analysis report the concentration of various parameters at outlet of ETP was found within prescribed limits for such discharges onto land for plantation. 6. The industry was requested vide Regional Office letter no 3128 dt. 27.07.2016 for apply of renewal of consent granted under Water Act, 1974 & Air Act, 1981 and deposit consent fee to make adequate for further period. 7. The industry has submitted extension in validity of bank guarantee of Rs. 100000/- upto 13.04.2017. 8. The industry has applied for extension in the validity of consents granted under Water Act, 1974 & Air Act, 1981 through online on 02.08.2016. 9. The industry was visited by Officers of Regional Office on 09.08.2016 and it was observed as under :- a) The industry was in operation for manufacturing of steamed rice by operating its parboiling section. b) ETP of the industry was found in working conditions. c) The industry has developed plantation area in about 2 acres. d) The industry has installed multi cyclone as APCD with boiler section and cyclone as APCD with both paddy cleaner separately which were in operation. The adequate sample collection facilities have been provided with all stacks. e) The industry has provided pipe line for taking rice husk as a fuel in boiler section from husk discharge point and mechanical feeder has been provided with furnace of boiler for feeding of rice husk as fuel. f) The industry has provided brick wall of adequate length with 15’ height around the husk discharge / storage area of shelling section for storage of remaining rice husk properly. g) The industry has provided the brick paving on movement area of the vehicles within its premises. h) The industry has installed one no. DG set of capacity of 250 KVA with canopy and adequate stack height. The industry is complying with the conditions of the consents granted to it under Water Act, 1974 & Air Act, 1981. Regional Office has recommended that :- 1. The electric connection of the industry may be restored temporary for further period of six months so as to monitoring of the pollution control devices will be carried out as per policy of the Board. 2. Validity of the consents granted under Water Act, 1974 & Air Act, 1981 may further be extended for a period of six months with same terms and conditions mentioned therein. If approved, following action may be taken please :- 1. The PSPCL may be directed to restore the electric supply of the industry temporarily for further period of six months. 2. Validity of the consents granted under Water Act, 1974 & Air Act, 1981 may further be extended for a period of six months with same terms and conditions mentioned therein. 3. RO may be requested to carry out the monitoring of the industry as per policy of the Board and to submit the comments to decide the B.G within this time period.
