R.O-II/LDH/CON/IND/1649 Recommendations: It is intimated that the industry is a small scale green category unit and engaged in the manufacturing non-woven fabric @17500 Mtrs/d by using polyester fiber @3100Kgs/d, which is dry process. The industry was earlier visited by AEE of this office on 29.06.2016 and observed that
1. The industry was in operation and engaged in the manufacturing non woven fabric.
2. The industry has installed 2 opening machines &2 needle looms for manufacturing of hosiery items like poly fill etc.
3. The industry has not submitted any documentary proof regarding the date of commissioning.
4. The industry has started its operation without obtaining NOC of the Board.
Accordingly, the industry was given personal hearing before the Environmental Engineer, Regional Office-2, Ludhiana on 13.07.2016, wherein it was decided as under:-
1. The industry will apply for consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 within 07 days.
Now, the industry has applied for ‘Consent to Operate’ under Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention and Control of Pollution) Act, 1981 alongwith documents through OCMMS. The industry has submitted consent fee of Rs. 31,800/- vide R. No. 22/4252 dated 02.08.2016 under Water Act, 1974, Rs. 31,800/- vide R. No. 23/4252 dated 02.08.2016 under Air Act, 1981, which is adequate upto 31.12.2020. The industry has also submitted Rs. 5300/- vide R. No. 21/4252 dated 02.08.2016 as NOC regularization fees, which is adequate. The industry has commenced from June 2015 as per MSME certificate submitted by the industry.
Accordingly, the industry was visited by AEE of this office on 04.08.2016 and observed that the industry was in operation during the visit. The industry has installed 2 opening machines & 2 needle looms for manufacturing of hosiery items like poly fill. The industry is being operated for 10 hours/day and presently around 8 workers are engaged. There is no source of trade effluent generation and only domestic effluent is discharged onto land for plantation after septic tank. The industry has submitted copy of CLU issued by STP, Ludhiana vide no. 3669 dated 10.12.2013, the site falls in Industrial Land Use Zone as per Master Plan, Ludhiana (2007-2021).
The industry is complying with the decisions of the personal hearing given to it and the provisions of Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981.
Keeping in view of the above, it is recommended that the consent under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 31.12.2020 with usual conditions.
