It is intimated that the industry is a small scale unit & engaged in the manufacturing of Plastic Granules For Manufacturing Of Pipes/Plastic Furniture / Plastic Homeware / Chairs @10MTD.
Now, the industry has applied for ‘Consent to Operate’ under Water (Prevention and Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 alongwith documents through OCMMS.
The industry was visited on 11.07.2016 and it was observed that the industry has installed ETP for treatment of waste water being generated in its washing process. As per the submission of the industry, the treated effluent is being stored in overhead tanks and is re-used for washing. During the visit, two pipelines orginating from the overhead tanks and leading to the backside of the industry, were found. Accordingly, the backside of the industry was checked and stagnation was observed. The representative of the industry submitted that the stagnation was due to rain water and he will remove the pipelines & stagnation from the backside.
Accordingly, the industry was visited by AEE of this office on 28.07.2016 & it was observed as under:-
1. The industry was in operation and engaged in manufacturing plastic dana from waste plastic.
2. The industry has installed shredder to cut down the plastic waste into smaller pieces.
3. The industry has installed washing section to wash the shredded plastic.
4. The washing water is being treated in ETP based on physio-chemical + bio-logical technology, which was in operation at the time of visit.
5. The industry is re-circulating its treated effluent. The treated effluent is collected in overhead tanks before being re-used in the process.
6. The industry has installed 2 extruder machines for manufacturing of plastic dana. As the plastic is pre-washed, the generation of fumes is minimal. Hence the stack provided by the industry is adequate.
7. The industry has removed stagnation from the backside of the industry. The industry has provided soil layer on the stagnation and are in the process of providing plantation in the area. The industry has also removed the overflow pipelines from the overhead tanks.
8. The industry has not any toilet inside its premises and only sullage water is generated.
9. The site of the industry falls in Industrial Zone as per Master Plan Khanna (2010-2031). The industry has submitted Executive Officer, MC, Khanna letter no. 1303 dated 06.07.2016 to this effect.
Further, the industry was again visited by AEE of this office on 17.8.2016 and it was observed that:-
1. The industry is a small scale orange category industry and is engaged in manufacturing of plastic granules @ 1.5 TPD. The industry was in operation at the time of visit.
2. The industry has installed 2 extruder machines. The industry has provided hoods for collection of emissions from the extruder machine, however the fan installed in one hood was not working at the time of visit.
3. The industry is engaged in washing of plastic waste. The industry has installed ETP based on physio-chemical + bio-logical technology, which was in operation at the time of visit. The outlet from the ETP is recycled and is again used for washing.
Keeping in view of the above, it is recommended that the consents under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.09.2021 with usual conditions
