File Note: It is intimated that earlier the consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 was granted to the industry vide no. ZO-ASR/ASR/CTO/WPC/ 2010/F-220 dated 18/11/2010 and under the Air (Prevention & Control of Pollution) Act, 1981 vide No. ZO-ASR/ASR/CTO/APC/2010/F-206 dated 18/11/2010, which were valid up to 31/3/2016. Notice for violations of the provisions of Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 issued to the industry vide this office letter no. 4747 dated 29/07/2016 with an opportunity of personal hearing before this office. Now the industry has applied for extension in validity of consents granted under Water (Prevention & Control of Pollution) Act, 1974 as amended in 1988 & Air (Prevention & Control of Pollution) Act, 1981 as amended in 1987. The industry has submitted the copy of S.S.I. certificate. The industry has also submitted an undertaking through Sh. Gurbachan Singh, M.D. regarding that: • That the industry is engaged in production of niacin feed grade. • That the entire process of production is involved in dry process only. • That there is no need of ETP in our industry as there is no generation of trade effluent. The industry has also requested that in our previous consent granted by the Board has mentioned that ETP has installed but that was due to typing mistake. We have not installed any ETP as there is no generation of trade effluent. The industry has already deposited Rs. 9,000/- R.No. 79/3914 dt. 28/03/2016 & Rs 9,000/- R.No. 78/3914 dt. 28/03/2016 as consent fee under Water Act, 1974 & Air Act, 1981 respectively to make consent fee adequate up to 30/06/2020 under both acts against the fixed assets of the industry below 25 lacs. The industry was visited by the officer of the office 19/08/2016 and observed as under: • The industry is engaged in production of niacin feed grade by using Picolin, H2SO4 & Nitric Acid as raw material. During visit the industry was in operation. • The manufacturing process involved mixing of Picolin with Sulphuric Acid in closed S.S. container then oxidation at temperature 180º with Nictric Acid in closed glass reactor / vessel, cooling then separation of solid through hydro (centrifugal) and drying. Nitric Acid being collected through fume condensate as by product. No effluent was observed being generated from the process at the time of visit. • The industry has installed LDO fuel based boiler of steam generating capacity @ 200 Kg/hour within its premises and same was found in dismantled condition. • The industry has not installed any D.G. set within its premises. May if approved, the case may be send to ZO with recommendation that the extension in validity of consent to operate under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry for a period up to 30/06/2020 with suitable conditions.
