File No. RO-II/LDH/CON/IND/1280: It is intimated that earlier the site of the industry was visited by the officer of this office on 07.01.2016 and observed the industry is not complying with the provisions under Water Act, 1974 & Air Act, 1981 and accordingly the report was sent to Zonal Office-I, Ludhiana vide this office letter no. 173 dated 14.01.2016. Accordingly, the Zonal Office was requested to pursue the industry at his own level.
This office has issued notice for violation of the provisions under Water Act, 1974 & Air Act, 1981 vide this office letter no. 957 dated 29.02.2016, but the industry has not submitted any reply in compliance of the show cause notice issued to it.
Thereafter, this office has issued notice for violation of the provisions under Water Act, 1974 & Air Act, 1981 alongwith an opportunity of personal haring before the undersigned (Regional Office level) on 29.03.2016. But, no one from the industry has attended the hearing. Accordingly, report was sent to Zonal Office and industry has given personal hearing before the Senior Environmental Engineer of the Board on 23.08.2016 and after hearing it was decided that Environmental Engineer, Regional Office processes cases on merits.
Now, the industry has applied for the fresh consent to operate under Water Act, 1974 & Air Act, 1981 through online system alongwith requisite documents. Accordingly, the site of the industry was visited by the officer of this office on 07.08.2016 and it was observed as under :-
1. The industry was in operation during the visit and was engaged in the process of forging material.
2. The industry has installed induction heater and oil fired furnace attached with adequate stack height, both are attached with press. Entire cooling water is being re-circulating. No trade effluent is generated from the process.
3. Domestic effluent is being discharged into sewer.
4. The industry has not installed any D.G set in its premises.
5. The industry has submitted approved building plans from the approved person of the Directors of Factories, Punjab.
6. The industry is complying with the provisions under Water Act, 1974, the site of the industry falls in Indl Area-C as per khasra no’s mentioned in the gazette notification, the industry has deposited the Rs. 2400/- as NOC regularization fees, hence the site can be regularized.
Keeping in view of the above, it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted up to 30.06.2021 with usual conditions.
