It is submitted that the industry was earlier granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. F-338 dated 11.12.2001 (which was valid upto 31.12.2015) for manufacturing of rice @ 2 TPH with certain conditions mentioned therein.
Now, the industry has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & renewal of consent to operate under Air (Prevention & Control of Pollution) Act, 1981 alongwith requisite fee. The industry has not submitted stack emission analysis report due to off season and has failed to submit the same till date in compliance with the condition of the consent earlier granted to it. In this regard, the industry has submitted that it will get its stack emission samples tested and will submit the report to this office in coming paddy season. The industry has deposited requisite consent fee which are as under:-
Under Water Act, 1974
Rs. 9000/- vide R.No. 61/4400 dated 29.08.2016; and
Under Air Act, 1981
Rs. 9000/- vide R.No. 61/4400 dated 29.08.2016
, which is adequate up to 31.12.2020 against the CA certificate of fixed assets of Rs. 11.10 lacs as on 22.08.2016 and as per new Board circular dated 18/07/2013. The Govt. of Punjab, D.S.S.T.E has notified that the Rice shellers /Saila plants shall comply with the code of practice notified by Govt. of Punjab vide no. 10/48/2003- STE (4) /3547 dated. 19/12/2011.
The industry was visited by the undersigned on 07.09.2016 to check the compliance of consent conditions earlier granted to it and code of practice notified dated. 19/12/2011. During visit, it was observed that the industry was not in operation due to off season. The industry has also provided closed room type enclosure, in the rice husk storage area. The industry has connected all the dust emitting points with the I.D fan of APCD in machinery room. The industry has provided brick road for the movement of the vehicles within its premises. The industry is not discharging any trade effluent, only domestic effluent is being discharged onto land for plantation after its treatment through septic tank. Thus, the industry is complying with the code of practice notified dated 19/12/2011.
May if approved, the renewal of consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted up to 30/06/2017 and fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 30/06/2020 for manufacturing of raw rice @ 2 TPH with usual conditions as per the policy of the Board and an additional condition that the industry will get its stack emission analysis done from Board / Board's approved private lab in the coming season and thereafter industry will submit the analysis report, within 10 days from the date of industry being operational in this office. |
