File Note: It is submitted that the subject cited industry is a small scale rolling mill. The industry was granted consent to operate under the Water Act, 1974 vide no. Z.O/FGS/WPC/2006-07/R-120 dated 18/8/2006 and under the Air Act, 1981 vide no. Z.O/FGS/APC/2006-07/R-160 dated 18/8/2006, both valid upto 30/6/2019 for the manufacturing of MS Bars, Flats, Square, Round @ 5 T/day under the name and style of M/s M.K. Industrial Corporation L/o A.R. Steel Rolling Mills. Now, M/s Rama Industries has taken the unit on lease from M/s A.R. Steel Rolling Mills. The industry has submitted a copy of lease deed, which is valid upto 31/3/2019. So, the industry (M/s Rama Industries) has applied for obtaining fresh consent to operate under the Water Act, 1974 and transfer of consent granted under the Air Act, 1981 with requisite documents through OCMMS. The industry has also deposited consent fee of Rs. 1800/- vide R. no. 06/4639 dated 15/9/2016 under the Water Act, 1974 against the un-depreciated fixed assets of Rs. 14.30 Lacs as on 31/8/2016 as per CA certificate dated 1/9/2016, which is adequate upto 30/6/2019 under the both Acts as per Board's Office Order dated 18/7/2013. Accordingly, the industry was visited by the AEE of this office on 14/9/2016 and it was observed as under; 1. The industry was in operation. 2. The industry has installed one no. reverberatory furnace. The industry is presently using pulverized coal in its furnace and has installed pulverizer, which is equipped with inbuilt bag filter house as APCD. 3. The industry has installed multi cyclone followed by wet scrubber as APCD alongwith stack of adequate height. The APCD was also in operation. 4. The industry has installed energy saving devices such as air seal, damper plate, recuperator and VFD. 5. The industry has not installed any D.G. set inside the industrial premises. 6. The stack emission sample was collected by this office along with JSO, H.O Lab, Patiala during the earlier visit on 27/7/2016 and as per the analysis results, the concentration of SPM is found to be 144 mg/Nm3, which is within the permissible limits of 150 mg/Nm3 as laid down by the Board. 7. No water is being used in the process, therefore, there is no generation of trade effluent. Whole of the water being used in the wet scrubber is re-circulated. 8. The domestic effluent being generated by the industry is discharged onto land for plantation after passing through septic tank. The industry is located in industrial zone as per the Master Plan of Mandi Gobindgarh prepared by the Deptt. of Town and Country Planning, Punjab. The industry is complying with the conditions of consents granted to it under the Air Act, 1981 and Water Act, 1981. In view of above mentioned facts, it is recommended that consent to operate under the Water Act, 1974 may be gratned upto 31/3/2019 (upto lease period) and consent granted under the Air Act, 1981 may be transferred upto 31/3/2019 (upto lease period) with the name of M/s Rama Industires with suitable conditions.
