File Note: The industry was earlier granted consent to operate under Water Act, 1974 and Air Act, 1981 both valid upto 30.09.2019 under orange category. Now the industry has applied for varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 under red category through OCMMS. The industry has installed an additional auto blackening section and one vibrator for surface finishing operations, however the production capacity is same as earlier. The industry has increased its total value of assets from Rs. 69.5 Lacs to Rs. 73.68 Lacs from the earlier granted consent (the increase of Rs. 4.18 Lacs is made only on plant and machinery as mentioned in CA certificate). The industry has deposited NOC regularization fees on account for increased in fixed assets. The industry was visited by the AEE of this office on 09.09.2016 and it was observed that:- (1) The industry was in operation during the visit and is engaged in manufacturing of cycle frame work and finishing. The industry has been identified as a new unit. (2) The industry is having two no. plots i.e. HC-23B & HC-23C (A). In first plot, besides, machining and press work operations, the industry has installed one additional auto blackening section and one vibrator machine for surface finishing (for which the industry has applied for varied consent to operate). In second plot, the industry has installed 4 no. heat treatment electric rotary furnaces and is having packing section (no additional machinery has been installed in the second plot). (3) In plot No. HC-23B, the industry has installed one furnace oil fired auto black bhatthi provided with hood and stack of inadequate height. (4) The industry generates trade effluent and has made agreement for lifting of trade effluent with CETP operator @ 8000 ltrs/month. The industry has installed water meter on the pipeline of wet processing area reading of the same was 4.125 KL. The industry has provided storage tank of capacity @ 4000 ltrs and around 1000 ltrs of effluent was lying stored in it during visit. (5) The industry has started maintaining the readings of water consumption viz-a-viz effluent lifted. (6) There is no source of air pollution i.e. boiler, furnace or D.G. set. (7) The industry has submitted building plans authenticated by architect approved by Director of Factories, Punjab. In view of above, it is recommended that consent to operate under Water Act, 1974 may be granted to the industry upto 30.06.2020, please.
