The industry M/s Usha Yarns Ltd., Village Rampur Sainian, Tehsil Dera Bassi, Distt. SAS Nagar was granted consents to operate under the Water Act, 1974 and under the Air Act, 1981 on 19/5/2008 (valid upto 18/5/2013) for the manufacturing of cotton yarn @ 13 TPD by using cotton waste, textile waste and polyester waste as raw material.
Vide PUC, EE, RO, SAS Nagar has reported that the industry has applied for extension in the validity of consents to operate under Water Act, 1974 and Air Act, 1981. The consent fee deposited by the industry is adequate upto 30/9/2018.
The industry has intimated that the increase in the fixed assets from Rs. 11.46 crores to Rs. 21.54 crores is due to the modernization of the plant and replacement of the old machinery. The industry has further undertaken that by doing so, there is no increase in the production capacity of the plant and it is running on the same capacity as per last consents granted to it. The industry has also deposited NOC regularization fee.
The industry was visited by the AEE of RO on 26/7/2013 and it was observed that the industry is using water only for domestic and humidification purposes. No stagnation of effluent was observed inside and outside of the industry. The industry has installed sewage treatment plant for the treatment of domestic effluent generated from it, which was in operation at the time of visit. The industry has also submitted analysis report of the effluent sample collected from the outlet of ETP by M/s Chandigarh Pollution Testing Laboratory, Mohali on 5/7/2013. As per the analysis report, the concentration of various parameters were found within the permissible limits as per the prescribed standards laid down by the Board. The analysis report is tabulated as under;-

The industry has installed waste collection system for the control of fluff emissions generated from it. The industry is not having any other source of emissions like boiler, furnace etc. except 2 DG sets of capacity 625 KVA and 620 KVA. Out of 2 these DG sets, one DG set of capacity 625 KVA is equipped with canopy, however the other DG set is without canopy. The industry has given undertaking that it will provide canopy on this DG set within a period of three months. The industry has submitted analysis report of ambient air sampling carried out by M/s Chandigarh Pollution Testing Laboratory, Mohali on 5/7/2013 near the main gate of the industry. As per the analysis report, the concentrations of various parameters were found within the permissible limits as per the prescribed standards laid down by the Board. The analysis report is tabulated as under:-

EE, RO, SAS Nagar has reported that the industry is complying with the conditions of consents earlier granted to it under the Water Act, 1974 and Air Act, 1981 and recommended that the validity period of consents granted to the industry under the Water Act, 1974 and Air Act, 1981 may further be extended upto 30/9/2018 with suitable conditions and special condition that the industry shall provide canopy on its DG set, within a period of three months.
In view of report / recommendations of EE, RO, SAS Nagar, if approved, the industry may be granted consents to operate under the Water Act, 1974 & the Air Act, 1981 upto 30/9/2018 with suitable conditions.
