It is submitted that the industry was earlier granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981, valid upto 11.11.2016. Now the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 through OCMMS on 28.09.2016. The industry has submitted CA Certificate, Site Plan, Proprietorship, No Objection Certificate from M.C. Nawanshehar, earlier granted consents compliance report Manufacturing Process, SSI Certificate. The industry has submitted a copy of letter no. 2157 dated 23.09.2016 from Executive Officer, Municipal Council, Nawanshehar addressed to Sh. Vijay Kumar, Prop. Jaswant Rai Hans Raj, Rahon Road, Nawanshehar stating that the unit M/s Jaswant Rai Hans Raj, Rahon Road, Nawanshar falls under the Master Plan and is within M.C. limits of M.C. The unit is in operation since 1980. It was also mentioned in the M.C. Certificate dated 23.09.2016 that they have no objection no objection for the operation of the unit, although other departments have no objection in the same. The industry has already deposited Rs. 16500/- vide receipt No. 82/3956 dated 27.01.2016 under Air Act, Rs. 15750/- vide receipt No. 81/3956 dated 27.01.2016 under Water Act and Rs. 500/- vide receipt No. 80/3956 dated 27.01.2016 as an application form fee, which is adequate upto 30.06.2021. The industry was visited by AEE of this office on 04.10.2016 and observed as under:- 1) The industry was not in operation during visit. 2) The industry is having one cupola furnace with wet cap as APCD as per the design of PSCST, Chandigarh. The industry has provided re-circulation tanks for re-circulation cooling water. 3) The industry has provided sampling arrangements with its cupola furnace. 4) The industry is having one DG Set of 62.5 KVA, which was canopy. 5) The domestic effluent generated from the industry was discharged into M.C.Sewer. In view of above, it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry upto 30.06.2021 with suitable conditions and special condition that the industry shall comply with the zoning regulation of the notified master plan and shall shift the industry to some designated area as per policy of the Govt. / Board. |
